RECPMMEND ATION(S)
Approve and authorize the Health Services Director or his designee (Donna
Wigand) , to execute on behalf of the County, Contract #24836-4 with We
Care Society, Inc. (dba Barbara Milliff Center) , in the amount of
$110, 397, for the period from July 1, 1998 through June 30, 1999, to
provide in-home, transition., and outpatient services for Medi-Cal
eligible children and families enrolled in the Early and Periodic
Screening, Diagnosis, and Treatment (EPSDT) Program.
FISCAL IMPACT:
This Contract is funded as follows:

53841 State EPSDT Funds
$110, 397 Total
CHILDREN'S 1XPACT STATEMENT:
This EPSDT program (supports the "Children ready for and succeeding in
school" , the "Children and youth who are healthy and preparing for a
productive adulthood" , and the "Families that are safe, stable and
nurturing" communityoutcomes . Expected program outcomes include
improvement in social-emotional development, avoidance of out-of-home
placements, reduction of reports involving Children' s Protective
Services, increased family satisfaction, and an increased use of public
and community-base resources.

On July 8, 1997, the 'Board of Supervisors approved Contract #24-836-2 (as
amended by Contract Amendment Agreement #24--836-3) with We Care Society,;
Inc. , for the period from July 1, 1997 through June 30, 1998, for
provision of in-home, transition, and outpatient services for Medi--Cal
eligible children and families enrolled in Barbara Milliff Center' s Early
and Periodic Screening, Diagnosis, and Treatment (EPSDT) Program.
Approval, of Contract #24-836-4 will allow the Contractor to continue
providing services through June 30, 1999 .

Approve and authorize the Health Services Director or his designee (Chuck
Deutschman) to execute on behalf of the County, contract #24-855-4 with
Melinda Moore (dba M.K. Associates) in the amount of $24,500, for the
period from July 1, 1998 through June 30, 1999, to provide consultation
and technical assistance to the Department with regard to evaluation
services for CSAS Programs and Managed System of Care. This Contract
includes a' 6-month automatic contract extension. through December 31,
1999, with a payment limit of $12,250 for the extension period.
FISM IMPACT:
This Contract is funded 90 by State funds and 10* by the required County
match.

In March 1998, the County Administrator approved and. the Purchasing
Services Manager executed Novation Contract #24-855 -3 with Melinda Moore
(dba M.K. Associates) for the period from November 1, 1997 through June
30, 1998 for consultation and technical assistance to the Department with
regard to evaluation services for CSAS Programs and Managed System of
Care.
Approval of Contract #.24-855 -4 will allow the Contractor to continue
providing services through June 30, 1999.

Approve and authorize the Health Services Director or his designee (Donna Wigand) to
execute on behalf of the County, Contract #24-779-4 with FamiliesF'irst, Inc. , for the
period from July 1, 1998 through Tune 30, 1999, in the amount of $457,710, for operation
of an eight-bed crisis residential program for seriously emotionally disturbed children
at Oakgrove Crisis Residential/Day Treatment Programs.
FISCAL IMPAGT:
This Contract is included in the Health Services Department's Budget for FY 1998-99, to
be funded as follows:
$171,641 Offset from Contracts with Alameda and Solano Counties
286, 069 County/Realignment Funding
$457,710 Total Contract Payment Limit
The County will pay a per bed fee only for minors who are ineligible for AFDC-FC funding
and for vacant beds following the 146th consecutive ineligible minor placement day or
vacant bed, day. The County is contracting with Solano and Alameda Counties for three
of the eight beds, and these Counties are responsible for vacant bed days below the 95t
guaranteed occupancy rate.

This Mental Health Services Contract will support the following Board of supervisors'
community outcomes. "Children Ready For and Succeeding in School"; "Families that are
Safe, Stable, and Nurturing" and "Communities that are Safe and Provide a. High. Quality
of Life for Children and Families" . Expected program outcomes are: increase and
maintain school attendance as treasured by school records, increase in positive social
and emotional development as measured by the Child and Adolescent Functional. Assessment
Scale (CAFAS) ; Increase in family satisfaction as measured by the Parent Satisfaction
Survey; and Decrease in cut-of-home placements as measured by mental health and social
services statistics.

On July 22, 1997 the Board of Supervisors approved Contract #24-779-3 with
FamiliesFirst, Inc. , to provide a crisis residential treatment program for seriously
emotionally disturbed children at the Oakgrove Crisis Residential/Day 'Treatment Programs
(formerly Oak Grove Hospital) . Approval of Contract #24-779-4 will allow the Contractor
to continue providing services through June 30, 1999.

June 30, 1998, to provide residential treatment for severely emotionally
disturbed young adults as an alternative to hospitalization at Napa State'
Hospital.
Approval of Contract 24-870-2 will allow the Contractor to continue'
providing services through June 30, 1999 .
