Action_ Requested: Add two (2) Information Systems Programmer Analysts IV, and two (2) Information Systems Programmer Analysts II to the Social Services Department. II . Financial Impact: Info. Background/Reasons for Request: The Social Service Department has been in the process of developing further internal capacity in the Systems Division. This will enable the Department to keep up with the systems changes and enhancements required with the many major internal and external systems connected to our major programs, and to rely less on outside technical programming and development resources for internal mission critical systems. The additional positions requested will continue our progress in this area and enable better customer service and capacity building of technical programming and development of internal systems . The two Programmer/Analyst IV positions will be assigned to a variety of current a planned development projects . These include Year 2000 ("Y2K") Conversion, Pegasys, Departmental Web Site and Intranet, and an Executive InformationSystem. They will have responsibility for testing applications, modifying existing source code, developing replacement applications where indicated, and will use a variety of programming languages. The Pegasys system development has previously been contracted out as there has been no internal expertise to utilize; after a transition period, it would no Gen 9c (New 3/86) ..... longer be necessary to utilize outside contractorresources. Approximately 20 inhouse developed applications may not be Year 2K compliant . Web Site and Intranet are vital to external and internal Department communications . , The Executive Information System is needed to give managers the ability to monitor and assess Departmental operations . Knowledge of and experience with programming languages and relational databases is required for all the above assignments . The other Programmer Analyst II positions requested will be expected to perform some programming and database work related to ad hoc reporting needs, and will also provide support to the CDS/GIS and Pegasys systems . Over time, they will also provide backup to the Programmer Analyst IV assigned to Pegasys, and will be assigned programming and database tasks related to Departmental systems security. The recently established class of Information Systems Programmer Analyst best meets the technical requirements for all of these assignments, given that series designated responsibility for programming, systems development, maintenance duties . IV. Consequences of Negative Action: The Department will not be able to staff internally with the necessary and critical technical capacity for systems design and development .
