SUBJECT: RENAMING OF SHELL MARSH TO AL MCNABNEY MARSH
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
Recommenaiatlons:
1) APPROVE resolution to officially request that Shell Marsh be renamed Al
McNabney Marsh and AUTHORIZE submission of resolution to the East Bay
Regional Park and Mountainview Sanitary Districts.
2) AUTHORIZE the County Administrator or his designee to work with park and
sanitary district staff to prepare marsh renaming ceremony as needed.

Background:
Since the passing of Al McNabney on May 1, 1998, the Board of Supervisors has
received letters of support from the Shell Marsh Management Advisory Committee,
the Department of Fish and Came, the Delta Science Center and numerous
individuals to rename the marshland area at the Shell Marsh RegionalPreserve as
the Al McNabney Marsh. The renaming would be considered as a memorial honor
to Al McNabney. Mr. McNabney, who lived in Rossmoor, worked for many years as
a member of the Mt. Diablo Audubon Society. Among many environment pursuits,
he was instrumental in preserving Shell Marsh Regional Preserve.

The Marsh is located east of Interstate 680 and south of the Benicia Bridge and is
jointly owned by the East Bay Regional Park District and the Mountainview Sanitary
District. The Board of Supervisors has no jurisdiction over the Marshland. However,
given the high interest in this matter, it is appropriate to submit a resolution showing
the Board's support.
The Bast Bay Regional Park District has a naming policy that allows for memorial
naming for parklands and park features or facilities. Through discussion with staff
from the park district, it is clear that such a proposal for Mr. McNabney is consistent
with the park district's policy.
The Board of Directors of the Sanitary District has adopted a resolution of support
regarding the renaming of the marshland. The park district executive committee has
also concurred. The issue has now been referred to the district's Park Advisory
Committee (PAC). This is within district policy that a PAC recommendation be made
before final district board action.
If the Board concurs with staffs recommendation, the Board's resolution would be
forwarded to the sanitary district, park district and the PAC.

WHEREAS, Al McNabney passed away in Walnut Creek on May 1, 1998, Contra
Costa and the Bay Area lost a truly wonderful individual and champion for important
quality of life issues,
WHEREAS, Mr. McNabney maintained a passion for birds and wildlife, which gave
a foundation for his understanding and respect of the natural resources of Contra
Costa County and the Bay Area,
WHEREAS, Mr. McNabney spent thousands of hours and expended Herculean
efforts in working and speaking through hundreds of public forums to protect those
creatures and places that could not speak for themselves,
WHEREAS, with the passing of an individual of Mr. McNabney's statute and
character we all have suffered a loss in providing protection for the quality of life
important in Contra Costa County,
WHEREAS, one of Mr. McNabney's favorite campaigns was the protection of the
"Shell"Marsh, which millions of people view its marshlands splendor as they drive
by on Highway 680,
WHEREAS, his seeking to protect the marshland with a constant vigilance to see it
managed as part of the public trust was a tireless endeavor performed over the last
fifteen years,
WHEREAS, the Contra Costa County Board of Supervisors believes renaming the
marsh to the Al McNabney Marsh will honor a person who helped make this natural
place a part of Contra Costa County's and this region's natural heritage,
NOW, THEREFORE BE IT RESOLVED THAT, the Board of Supervisors
respectfully requests formal consideration by the Board of Directors for the East Bay
Regional Park District and the Mountainview Sanitary District to rename the Shell
Marsh to the Al McNabney Marsh.
