SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
( 1) FIND that the sale and transfer of title to 2 . 53 acres of land
located on Chilpancingo Parkway in the City of Pleasant Hill
(APN 153030-105) to BRIDGE Housing Corporation is exempt from
the provisions of CEQA pursuant to the CEQA Guidelines, Section
15061 (b) (3) as there is no possibility that this activity
could have a significant impact on the environment.
(2) DIRECT the Director of Community Development to file a Notice of
Exemption with the County Clerk.
( 3) DIRECT the Deputy Director, Redevelopment to arrange for payment
of the $25 . 00 handling fee to the County Clerk for filing of the
Notice .of Exemption.
(4) AUTHORIZE the Deputy Director, Redevelopment, or his designee to
enter into legal documents required for the sale and transfer of
title of the Chilpancingo site from the County to BRIDGE Housing
Corporation.

FISCAL IMPACT
No General Fund impact. The Chilpancingo site was originally
acquired by the County using Community Development Block Grant
(CDBG) Funds . CDBG funds are provided to the County on an annual
allocation basis by the U.S. Department of Housing and Urban
Development (HUD) . In accordance with federal regulations, any
funds from the sale of this property are consideredCDBG Program
Income and must be returned to the County CDBG Program.
BACKGROUND/REASONS FOR RECOMMENDATIONS
BRIDGE Housing Corporation wishes to acquire the Chilpancingo
Property (APN 153-030-105) from the County. The site consists of
2 .53 acres located in the City of Pleasant Hill adjacent to and
north of 100 Chilpancingo Parkway. Based on the evidence in the
record, the sale and transfer of the site from the County to BRIDGE
Housing Corporation will have no potential for causing a
significant impact on the environment. The subject property is in
Pleasant Hill; this action only contemplates the transfer of title.
Any future development is under the City's jurisdiction and
therefore subject to review and approval by the City'.
The Chilpancingo Parkway site was originally part , of a larger
parcel acquired with CDBG funds for use in developing the
Chilpancingo Nista Apartments, an affordable rental housing project
for disabled persons in Pleasant Hill . In addition to the County
CDBG funds used for site acquisition, the Chilpancingo Vista
Project received funding through the Section 202 Program from HUD.
As a condition of the HUD financing, the site was split into two
parcels with one parcel designated for Chilpancingo Vista and the
second parcel (APN 153-030-105) returned to the County. BRIDGE
Housing Corporation wishes to purchase this site from the County in
exchange for the current appraised value of $550,000 . As proposed,
the property will be acquired using seller carryback' financing in
the form of a promissory note and deed of trust executed by BRIDGE
in favor of the County for the full amount of the acquisition
price. The note will be due and payable in 55 years and carry an
interest rate of 3 percent.
