BARRY, AICPOntr COMMUNITY DEVELOPMENT DIRECTOR �� Costa or County DATE: July 28, 1998 SUBJECT: Liens for Unpaid Collection Charges - Richmond Sanitary Service SPECIFIC REQUEST(S) OR RECOMMENDATION(S) Sr. BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Direct the Community Development Department, Pursuant to Ordinance Code Section 418-6, Mandatory Subscription, to forward to the County Recorder and Auditor the assessments for the persons and premises as reflected in Exhibit A, to levy liens on the 1998-99 Tax Bills. FISCAL IMPACT None to the County General Fund. County Administrative Fees are included in lien amounts as offsetting revenues to cover County staff costs. BACKGROUND/2EASONS FOR RECOMMENDATIONS Ordinance Code Section 418-6 provides for mandatory subscription for all occupied premises within the unincorporated area and procedures for enforcement of the ordinance. Richmond Sanitary Service (RSS) procedures includes a notice and hearing process. The levy list includes all the liens from the hearings held on October 2, 1997, February 5, 1998 and June 2, 1998 at which Community Development staff was present. Subsequent to the hearings, RSS provided to the County a list of all owners of premises that have failed to make payment for collection services to be processed by the County (Exhibit A).
