Barry, AICP w Community Development Director DATE: July 21, 1998 SUBJECT: HOME Project Agreement for Community Housing Development Corporation of North Richmond SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND ANIS JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Deputy Director, Redevelopment, or his designee to execute HOME Investment Partnership Act (HOME) Project Agreement 98-04 to provide $35,000 in HOME funds for operating support to Community Housing Development Corporation of North Richmond (CHDC) . FISCAL IMPACT No General Funds are involved. Funds for thisproject will come from FY 1998/99 HOME funds provided to the Contra Costa Consortium through the U.S . Department of Housing and Urban Development . Developmt. BY DEPUTY operating support to CHDC. The purpose of this project is to further develop local nonprofit capacity to create affordable housing in North Richmond and the surrounding area. CHDC has been designated as a Community Housing Development Organization (CHDO) in accordance with federal regulations governing the HOME Program and is, therefore, eligible to receive operating support through HOME. CHDC will utilize the $35,000 in HOME funds to pay for staff and other operating costs incurred in connection with implementation of currently approved Contra Costa HOME-assisted projects sponsored by CHDC, including the following; 0 Parkway Estates - new construction of 87 single-family homes, including a minimum of 36 units to be affordable to and occupied by low-income first-time homebuyers ( $268,000 in HOME funds) ; and 0 North Richmond Senior Housing Project - new construction of 50 units of multifamily rental housing affordable to and occupied by very-low and low-income senior households ( $627,000 in HOME funds) . Consortium funds are provided contingent on continued funding support from the County Redevelopment Agency and the City of Richmond, continued progress in implementing the Parkway and North Richmond Senior Housing projects, and CHDC' s continued eligibility as a CHDO. HOME funds have previously been awarded to CHDC for CHDO operating support, including $32,000 in FY 1993, $30,000 in FY 1994, $50,000 in FY 1995, and $35,000 in FY 1997 . k17/BSHM98-4
