SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOIIMNDED ACTION: APPROVE AND AUTHORIZE the Director of Social Service, or designee, to Execute Contract #21-358-1 with Ms. Pam Swegles, in the amount of$68,000, for the period of July 1, 2998 through June 30, 1999, for continued Personal Computer application development services. FISCAL: Contract costs are claimable as part of the SSD administrative costs, 80% state and federal funds ($54,400) and 20% county funds ($13,600). BACKGROUND: For the past several years the Social Service Department has not had an in-house application development capacity. To help meet some of the unmet need, the Department began contracting with Ms. Swegles in 1997. Recently the Department has been able to fill some positions that provide the needed in-house capability. The amount of current and backlogged work that needs to be completed far exceeds that of the available staff. For this reason, the Department needs to renew Ms. Swegles's contract to complete work in progress and to perform additionalwork in support of Department staff. SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION ECUMMEDAMN: AUTHORIZE the Social Service Director, or designee, to execute Contract#21-385-1 with Rape Crisis Center in the amount of$176,000, for the two year period of July 1, 1998 through June 301, 2000, for continued operation and administration of the Contra Costa Multi-Disciplinary Interview Center(MDIC). CHILDREN'S IMMI S',ATEMENT: The MDIC supports three of Contra Costa County's community outcomes: "Children and Youth Healthy and Preparing for Productive Adulthood," „Families that are Safe, Stable and Nurturing," and "Communities that are Safe and Provide a High Quality of Life for Children and Families." The community outcomes will be achieved through the MDIC's efforts to minimize the trauma experienced by alleged child victims of sexual abuse while simultaneously improving efforts to collect and gather evidence. FINANCIAL MAO[: For each year of the two year period, the Social Service Department will contribute $88,000 to MDIC's total program budget of$225,680. $70,000 will be funded by an Office of Criminal Justice and Planning (OCJP) grant, and an additional $18,000 will be funded by the Social Service Department (100% County funding) for an annual contract amount of$88,000. During the first year of the MDIC project the Social Service Department was able to offset $12,500 of the $18,000 by applying to Family and Children's Trust for additional funding. During this contract period the Social Service Department will continue to seek out alternative funding sources. Regardless, County support of the MDIC is coterminous with the OCJP grant funding. The grant award was in the amount of$210,000 ($70,1100 each year) for a`three year period. Subsequent to the grant award the Board of Supervisors approved Contract#21-385 with Rape Crisis Center on September 9, 1997. Contract #21-385-1 represents a renewal of the existing contract for the duration of the OCJP grant period. The Multi-Disciplinary Interview Center is a child friendly site where children, who have experienced alleged sexual abuse, are interviewed by a specialist who has knowledge of child development and forensic interview techniques. The coordination of involved agencies who make up the Multi-Disciplinary Team requires considerable administration. Partners in the development and operation of the MDIC project who provide funding and/or in-kind staff time include: the Social Service Department; the Sheriff's Department; the District Attorney's Office; the Family and Children's Trust Committee; and Rape Crisis Center. On May 31, 1998, the Contractor completed all services ; specified under Contract #27-340--1 . Reasons for Recommendations and Background: The Public Works Department has employed this company to provide computer design assistance with the migration of the desktop equipment to Novel 4.1 and NTAS environment. The required work will exceed the $265,000 payment limit and will go beyond the time limit on the contract so the limits need to be increased and extended. IV. Consequences of Negative Action: The required work will not be accomplished.
