HomeMy WebLinkAboutMINUTES - 09231997 - SD9 To: -BOARD OF SUPERVISORS s.�9 Contra FROM: SUPERVISOR DONNA GERBER, DISTRICT III 5 Costa SEPTEMBER 23, 1997 DATE: ' ..�*�' Courly RECOMMEND THAT THE BOARD OF SUPERVISORS ESTABLISH sueJEcr' AN AD-HOC COMMITTEE TO EXPLORE POSSIBLE CHANGES TO THE WATER RATE STRUCTURE FOR EBMUD SPECIFIC REOLIEST(S)OR RECOMMENDATIONS)i BACKGROUND AND JUSTIFICATION RECOMMENDATION Recommend that the Contra Costa County Board of Supervisors establish an ad- hoc committee to work with other ad-hoc committee members from the East Bay Municipal Utility District(EBMUD) and the Alameda County Board of Supervisors in order to explore possible changes to the water rate structure for EBMUD. There would be a total of two representatives from each Board. Supervisors Donna Gerber and Joe Canciamilla will participate in the ad-hoc committee. EBMUD has already selected John Coleman and John Gioia. Alameda County is in the process of selecting their participants. BACKGROUND In June of 1997, Supervisor Gerber attended the EBMUD Board Meeting on water rates and raised the issue of the rate structure. The Contra Costa County Board of Supervisors later agreed to Supervisor Gerber's request to place the water rate structure issue on the Joint EBMUD/Contra Costa County Board of Supervisors September 16, 1997, agenda. Supervisor Gerber made a proposal during that meeting to establish a joint ad-hoc committee to discuss the water rate structure issue and develop a mutually agreeable alternative to the current rate structure. Supervisor Gerber proposed that the participants include Supervisors Gerber and Canciamilla from Contra Costa County, and EBMUD Board Members John Coleman and John Gioia, as well as two participants from the Alameda County Board of Supervisors. EBMUD has agreed to this proposal, and Alameda County is currently in the process of selecting their participants. The plan for the ad-hoc committee is to explore potential changes in the rate structure that could be recommended to the EBMUD Board of Directors during the 1998 public rate review process. It was agreed that there would also be a discussion of conservation programs and service area issues. This proposal is the result of consultation between Supervisor Gerber and EBMUD Directors John Coleman and John Gioia in an a- pt to break the current stalemate regarding water rate structure between ou2tw(5z, g cies. At the conclusion of the discussion on this matter, the Board APPROVED the recommendation set forth above. Further, the Board REFERRED to the Water Committee for review at their October 6, 1997, meeting the issue of water rate structures with a report to the Board of Supervisors scheduled for October 14, 1997.
