the Crockett Co-Generation Plant to five local agencies for specified uses of benefit to
Crockett.

Taxpayers Fed Up With More State Bureaucracy, 111 Anza Boulevard, Suite 406,
Burlingame, CA 94010,requesting the Board to take a position in proposition to a
proposed ballot initiative that would prohibit the awarding of contracts for the
engineering or design of projects that involve"State funds" unless the contractor provides
those services at a lower cost than State civil service employees.

We understand that the Board of Supervisors has been considering (or is doing) a survey of the
services provided by TCI Televents. We would like to relate to you yet another instance of their total
disregard for their customers:
On June 29, 1997 we were unable to receive any cable programs (television or, most importantly,
our FM service). We telephoned TCI to advise them that we were not receiving any service. We again
telephoned TCI on Thursday, July 2, 1997 and were told that they would send someone out on Saturday,
July 5, 1997. The.service repairman came - apparently the cable had disconnected or broken at the pole
and the repairman had to replace the cable. The repairman strung new cable to the house, and my
husband and son did the remaining work themselves (tacking the new cable to the house and into the
entry point)to ensure it was done right as the repairman appeared to be in a big hurry and we wanted it
done correctly.
We received a billing from 7/8/97 to 8/7/97. I deducted $3.42 from the bill to account for the six
days of non-service we experienced. I placed a note on the bill explaining how I pro-rated the period of
non-service. We next received a billing from 8/8/97 to 9/7/97 for $21.15 - crediting us with our$14.31
payment - obviously adding the $3.42 to the billing. I immediately telephoned TCI and spoke to a
Monica Locke, who apologized for their error and advised me to deduct the $3.00 from this bill. I sent a
payment in of$18.15. We then received a bill for the period 9/8/97 - 10/07/97 for $20.73 -again NOT
reflecting the credit - in spite of the fact of the note I had placed"deducted $3.00 per Monica Locke.
I find this outrageous. $3.00 is obviously a minuscule amount. The audacity of TCI to totally
ignore their customers is incredulous. It is time for some competition for this company. Diversify them!
When paying household bills - I never bother to save Pac Bell, PG&E, water, etc. but I ALWAYS save
TCI to ensure proper credit. Their rates creep up and up constantly with no explanation!
