proposed ballot initiative that would prohibit the awarding of contracts for the
engineering or design of projects that involve "State funds"unless the contractor provides
those services at a lower cost than State civil service employees.

Subject: Draft EIR on the Amendments to the Pleasant Hill BART Station Area Specific
Plan
Dear Ms. Pierce:
This is in response to your letter dated September 12, 1997 requesting additional time to review
the Draft Environmental Impact Report (EIR) on the amendments to the Pleasant Hill BART
Station Area Specific Plan. The comment period on the EIR has been extended to Wednesday,
November 12, 1997. The enclosed notice informing interested parties of the extension was mailed
on September 25, 1997.

Dear Chair DeSaulnier:
TRANSPAC, and its member jurisdictions, have begun to review the Draft Environmental Impact
Report for the Amendments to the Pleasant Hill BART Station Specific Plan. We appreciated the
presentation on the document by County Staff and consultant at the September 11, .1997
TRANSPAC meeting. However,we believe that our jurisdictions will need additional time to
review and prepare comments on the document.
We are requesting that comment period be extended to the middle or even end of November-to
allow sufficient time for staff review and Council action on comments. We would appreciate the
County's favorable action on our request and notification of the new close of comment date.
