SUBJECT: Approval of Three Contract Amendment Agreements with
Early Childhood Mental Health Programs, Inc.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee (Donna Wigand) ,
to execute on behalf of the County, three Contract Amendment Agreements with Early
Childhood Mental Health Programs, Inc. , effective June 15, 1997, to amend Fiscal Year
1996-97 Contracts #24-309-19, #24-785-3, and #24-826-2, to remedy the mutual mistake
of the County and Contractor and to accurately reflect the intent of the parties.

The increases to the above Payment Limits are funded by the following sources:
Federal Medi-Cal (FFP) $18,000, Federal SAMHSA Grant $10,000, Early Periodic Screening
Diagnosis and Treatment (EPSDT) $8,000, and Mental Health Realignment $10,000.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
This Contractor has been providing mental health program services for the County for
many years. The Contractor's services continue to be a vital and important part of
the County's continuum of care for County residents with problems of emotional and
mental illness, including preschool mental health outreach teams in East County and
West County.
The Contractor failed to notify the Department of its deficits until late in the
fiscal year. Written information, including expenditure data, was requested from the
contractor, in order to document the stated financial emergency. The Department
evaluated its ability to offer assistance and requested new budgets for the Contracts
to be amended. The Department has review the final amended budgets from the
contractor.
Approval of these Contract Amendment Agreements will reform Fiscal Year 1996-97
Contracts, allowing the Contractor to continue its much needed, high quality services
for low income children who are seriously emotionally disturbed (or at risk of such
disturbance) and their families.
