RECOMMENDATION APPROVE the issuance of Change Order No. 126 to the Contract dated February 7, 1995 issued to Centex Golden Construction Co. for the Construction of a New Hospital at 2500 Alhambra Avenue, Martinez, and AUTHORIZE the County Administrator or his designee to execute the Change Order. II. FINANCIAL IMPACT Change Order No.126 totals$207,271.00. Funds in the capital account established for the project are sufficient to cover the amount encumbered by this contract, from bond proceeds specified to the project. Bond financing for the total project cost was secured in May, 1992 in accordance with the Board of Supervisors' direction. REASONS FOR RECOMMENDATIONS Change Order No.126 will provide for the following: Proposed Change Order No. 555-3`d Floor Special Use Areas Revisions $42,925.00 Per previous agreements with OSHPD, contract drawings depicted the special use areas larger than the code allowed 5000 sq. feet. Recent OSHPD interpretations have overruled this prior agreement. As a result, several areas had to be cordoned off with double egress doors and partitions in order to comply with sq. foot restriction. In addition, smoke dampers had to be added when ducts penetrated the occupancy separations. Proposed Change Order No. 582-Chilled Water Line to Lab $53,425.00 In order to leverage existing utility services and as previously mentioned in prior Board Orders, the Owner has requested that the new lab building utilize the existing hospital's central plant for chilled water and electrical service. To avoid disturbing newly completed site work, the Owner deemed it prudent to install the new cooling lines in conjunction with the surrounding underground site development. The scope of this additional work includes the installation of(2) 165' lengths of pre- insulated cooling pipe,from the chiller room to just outside the hospital's limits of work Proposed Change Order No. 608-Change Crisis, Geriatrics and Psych to I-3 Occupancy $31,303.00 Based on previous Owner requested design changes, several areas of the hospital were revised to accommodate locked down security areas. Code mandates that when a patient's personal liberties are restrained — as they would be in the above areas — no combustible flooring materials may be used. Since these areas receive carpet and vinyl tile, an alternate means of fire protection must be provided. This results in the upgrade of the sprinkler system classification in these areas from light to ordinary hazard. The classification upgrade was accomplished by the addition of sprinkler mains and sprinkler heads. Proposed Change Order No. 678-Added Ductwork and Exhaust Fan at Emergency Generators $27,400.00 During preliminary testing of the Emergency Generators, enough heat was produced to discharge the fire sprinklers in the rear of the generator room. To reduce the temperature in the room, the mechanical engineer directed the installation of additional ductwork and an exhaust fan. Proposed Change Order No.702-Added Exit Signs Per OSHPD Review $52,218.00 The contract documents depicted exit signs at various locations throughout the building. Code mandates that "When two or more exits are required from a room or area, exit signs shall be installed at the required exits from the room or area and where otherwise necessary to clearly indicate the direction of egress." During field review, OSHPD noted that the corridor exiting signage did not comply with the above criteria. As a result, numerous exit signs were installed throughout the building. The new guaranteed maximum cost will exceed the total estimated cost stated in the construction contract agreement approved by the Board on February 7, 1995. The new guaranteed maximum cost will total $48,305,069.00. Page 2 of 2
