SUBJECT: Resolution for submission to CSAC
The Board having reviewed a proposed resolution (a'copy of which is
attached hereto and by reference incorporated herein) with respect to supporting
further development of the County Justice System Block Grant Program as
authorized by Chapter 288, Statutes of 1983 (SB 789) ; and
Board members having concurred that the aforesaid resolution be
submitted to the membership at the General Assembly meeting of the County
Supervisors Association of California (CSAC) on November 15-18, 1983, and
that Supervisor Powers be authorized to present such resolution on behalf of
the Board to CSAC's Administration of Justice Committee, IT IS SO ORDERED.

Resolution Supporting Further Development of )
the County Justice System Block Grant Program ) RESOLUTION PROPOSED BY
as Authorized by Chapter 288, Statutes of ) CONTRA COSTA COUNTY
1983 (SB 789) )
WHEREAS, the General Assembly of the County Supervisors Association of
California on November 19, 1981 adopted resolutions A-1 and A-2 (Combined)
which encouraged the development of a County Justice System Block Grant
Program through reauthorization of existing categorical programs in the
justice area for the purpose of reducing state and county administrative
expenses and to increase the effectiveness of local planning and coordination
and to maximize the decision-making authority of boards of supervisors; and
WHEREAS, Assembly Bill 789 was introduced by Senator Lockyer to make a
beginning effort toward an implementation of such a County Justice System
Block Grant Program; and
WHEREAS, such legislation was strongly supported by both the Legislature
and the Governor and was signed into law as Chapter 288, Statutes of 1983; and
WHEREAS, there are still a variety of categorical justice grant programs
which are separately administered and which thereby increase state and county
administrative cost and hamper local planning and coordination and decrease
the authority of the county boards of supervisors.
NOW, THEREFORE, BE IT RESOLVED that the County Supervisors Association of
California does hereby convey its appreciation to the Legislature, the Youth
and Adult Correctional Agency and the Governor's Office for support of SB 789.
BE IT FURTHER RESOLVED that, consistent with the 1981 CSAC Resolution,
the Governor and the Legislature be encouraged to expand the County Justice
System Block Grant Program to include other existing categorical justice grant
programs and any future ones that may be proposed, thus permitting a single
application for state justice funds which reduces both state and county
administrative costs and minimizes the red tape associated with existing
separate state programs and increases the ability of county boards of supervisors
to plan, coordinate, and manage effective justice programs.
ADOPTED this day of November 1983, by the General Assembly of the
County Supervisors Association of California.
