20. AUTHORIZE the Health Services Director to continue to recruit for the
following vacancies on the Continuum of Care Advisory Board and return
recommendations for appointments to the Internal Operations Committee:

BACKGROUND:
On May 20, 1997 the Board of Supervisors agreed to create a Continuum of Care
Advisory Board which is to replace the Homeless Advisory Committee. Twelve
members of the Homeless Advisory Committee are intended to transition to the new
Advisory Board. In addition, as the attached report indicates, advertising has been
undertaken for the remaining seats on the Advisory Board. The Health Services
Department is recommending the appointment of six new members to the
Continuum of Care Advisory Board, bring the total number of appointments to 18.
We concur with these appointments and recommend them to the Board of
Supervisors for appointment.

SUBJECT: Homeless Continuum of Care Advisory Board
The Five Year Homeless Continuum of Care Plan included a recommendation for the
development of the Homeless Continuum of Care Advisory Board (COCB). The role of this
Board is to oversee the implementation of the Homeless Plan and to provide an on going forum to
facilitate coordination among all components of the continuum of care system for the purposes of
service delivery, planning(including policy and program development), and resource
development.
A sub-committee was convened to assist the Homeless Program in the development of the COCB.
This committee had representation from the Homeless Advisory Committee, Public and
Environmental Health Advisory Board and Homeless Program star The committee outlined the
specifics of each area of representation and decided on the current Homeless Advisory Committee
members that would transition over to the COCB.
Recruitment of the COCB involved mailing over 150 application packets to each of the cities,
municipal advisory committees, police departments, members of the Board of Supervisors,
community based organizations, including the Homeless Advisory Committee, the Public and
Environmental Health Advisory Board, interested individuals, and through notices in the
newspapers. Review and selection of the new members to be presented for recommendation to
the Internal Operations Committee involved Homeless Advisory Committee members and
Homeless Program staff.

A current HAC member expressed interest in representing the East County Faith Community on
the new COCB. We are recommending that we do an open recuritment of the East County Faith
Community representative since the inter-faith community in East County has not been actively or
extensively involved in homeless issues or the HAC, as the Central and West County inter-faith
groups have. We want to do a general outreach to the exisiting interfaith groups in East County
to allow them to select a representative to apply for the COCB.
Currently, a total of seven people have submitted applications for the COCB. The following are
the seven people who submitted applications:

Bernard Ellis is not being recommended at this time because there are currently no openings for
advocates and the agency positions are designated for specific groups or sub-populations.
We are continuing to recurit individuals to fill the vacant positions on the COCB and will return
to the Internal Operations Committee at a futher date with recommendations for the vacant
positions.
We ask that the Internal Operations Committee approve the recommendations of the twleve
Homeless Advisory Committee members and the six new applicants therefore appointing a total
of 18 members to the new COCB.
