RECOMMENDATIONS:
Make the following changes to the composition and membership of the Public and
Environmental Health Advisory Board:
1. Delete the seat for the State Health Department.
2. Establish an Environmental Health seat with a term of office expiring
May 31, 2001.
3. Appoint to the Environmental Health seat:

BACKGROUND:
A number of changes have been made by the Public and Environmental Health
Advisory Board (PEHAB), but have not been approved by the Board of Supervisors
and reflected in the Maddy Book. The Advisory Board has a new staff member and
we are attempting to reconcile the Advisory Board's records with those maintained
by the Clerk of the Board. Our Committee reviewed these changes on September
16, 1997 and concur with them.

ENVIRONMENTAL HEALTH ADVISORY BOARD (PEHAB)
Recommendation:
1. ACCEPT the following resignations from the Public and Environmental Health Advisory
Board:
• Scott Anderson, representing Industry
• Carlota Dunhower, Consumer- Central County
• Donna Gerber, representing Labor
• Michele Jackson, Member-at-Large, West County
• Doris Kinsley, representing Private Medical Community
• Julio Mendoza, Member-at-Large, Central County
• William Vega, representing U.C. Berkeley School of Public Health
2. APPOINT the following applicants to the Public and Environmental Health Advisory Board.
Please see the attached applications for more detail on the qualifications of these candidates.
• Jeffrey Ritterman,M.D. -Dr.Ritterman has practiced medicine for 16 years at Kaiser
Permanente in Richmond. He is Board certified in cardiovascular diseases and
internal medicine and serves as Assistant Chief to the Department of Medicine. Dr.
Ritterman is a member of the Kaiser Richmond Community Relations Committee
and has been involved in progressive health issues at local,national,and international
levels. He is a resident of Oakland.

• Nick Rodriguez - Mr. Rodriguez is a retired Eligibility Worker who worked in the
Aid to Families with Dependent Children(AFDC) department at Social Services in
Contra Costa County. He currently serves on the Delta Community Center Board
and has also served on the Oakley School Board, Red Cross Board, Head Start
Advisory Board, and the United Way Corporate Board. Mr. Rodriguez helped build
the first Brentwood Health Center. He is a resident of Oakley.
3. DETERMINE that the seat designated for the State Department of Health Services be
converted into an at-large seat. When PEHAB was first formed in 1986, the Board Order
specified that one seat be designated for a representative from the State Department of Health
Services. We have recruited intensively for this seat, which historically has been difficult
to fill due to travel constraints for many Department of Health Services personnel. An at-
large seat will allow PEHAB to offer a seat, without the constraints of professional or
geographical category,to a community member who has both experience with public health
and the time required to serve on a Board as active as PEHAB. PEHAB will continue to
maintain a collaborative relationship with the State Department of Health Services through
Board Members and County Health Services Department staff who work with State
employees on joint projects.
Background:
Public and Environmental Health Advisory Board was appointed by the Board of Supervisors in
1986 to advise the Health Services Department on community needs. It is a community-oriented
board which seeks diverse representation from throughout the County and includes but is not limited
to constituents from the community representing older adults, children, business/industry, labor,
environmental organizations,and consumers. In addition,PEHAB currently includes representatives
from UC Berkeley School of Public Health, local voluntary agencies, and the medical provider
community, which help comprise a diverse and knowledgeable advisory board.
PEHAB's purpose is to assess the current health status of county residents, outline emerging health
needs and trends, and make recommendations to the Health Services Department on ways to meet
the health needs of Contra Costa residents given the County's limited financial and staff resources.
PEHAB has grown from the original 12 member board to a Board comprised of 19 members and in
its 10 years of existence has strived to work with the community to assess the health needs of County
residents.
