BACKGROUND: On February 24,1997,the Richmond City Council recommended that$550,000 of the fiends originally committed to the Martin Luther King Jr.Family Health Center be given to Contra Costa County to help fund the building of the Center for Health in North Richmond. On May 6, 1997,the Board of Supervisors adopted Resolution#97/218 expressing its commitment to constructing the Center for Health,contingent upon receipt of$550,000 from Chevron Corporation. The City Council's recommendation included an 18-month deadline for the Center to be opened. In light of that requirement,General Services,at the request of Health Services,bid out the project and is in the final stages of contractor selection. On August 25,Chevron notified the Board that Chevron's earlier commitment to fund the Martin Luther King Jr.Family Health Center was for health services,not health care facility construction and that funding for health care facility construction was"contrary to Chevron's long-standing policy against contributing to bricks and mortar projects". Chevron's letter also stated that Chevron would not even begin steps to determine whether the funds would be distributed"for purposes other than health services"until the Martin Luther King bankruptcy had been concluded. The County cannot move ahead with construction until a commitment of funds is received from Chevron. A letter to Chevron lrom the Board of Supervisors will underscore the importance of action on their part. The letter will address Chevron's concern about not distributing funds until after the Martin Luther King Jr.Health Center bankruptcy is concluded by proposing the establishment ofan escrow account which will hold the funds until the bankruptcy is resolved.
