I. Recommended Action:
APPROVE Project, and
DETERMINE that the project is a California Environmental Quality Act Class 1C Categorical
Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications
for construction.
DIRECT the Director of Community Development to file a Notice of Exemption with the County
Clerk.
DIRECT the Public Works Director to arrange for payme f the $25.00 handling fee to the
County Clerk for filing of the Notice of exemption.

II. Financial Impact:
The estimated project cost is $80,000, funded by Community Development Block Grand (75%),
and County Road Funds (25%).
III. Reasons for Recommendations and Background:
The project includes the construction of drainage improvements and concrete curb and sidewalk.
It is needed to provide a safe sidewalk for the citizens of Knightsen as they go from their homes
to the business district and for children to use on their way to and from school.
The project has been determined to be in compliance the General Plan and is exempt from CEQA
because the project consists of a minor alteration of existing facilities involving no expansion of
use per Section 15301 of the CEQA Guidelines.
IV. Consequences of Negative Action:
Failure to approve the project will result in a delay of design and construction and may jeopardize
the funding.

#96-27: The project involves the construction of approximately 531 linear feet of concrete curb, gutter and sidewalk,
including a handicapped ramp and associated activities (i.e., driveway conforms, striping, and relocation of road
signs and joint poles). Minor pavement widening is included where needed to conform to the improvements. The
project also involves associated drainage improvements. An approximately 12-foot strip of existing pavement will
be removed and replaced to allow for adequate drainage.
Location: The project is located along the west side of Knightsen Avenue, between A Street and Delta Road, in
the Knightsen area of east Contra Costa County. The project is located in Knightsen's commercial area. The
existing frontage includes the dirt shoulder of the road and a section of sidewalk which is in very poor condition.
This project is exempt from CEQA as a:

The project will not have a significant effect on the environment. The
recommendation is based on the following:

GENERAL CONSIDERATIONS:
1. Location:The project is located along the west side of Knightsen Avenue, between
A Street and Delta Road, in the Knightsen area of east Contra Costa County(see
Figures 1-2). The project is located in Knightsen's commercial area. The existing
frontage includes the dirt shoulder of the road and a section of sidewalk which is
in very poor condition.

SUBJECT: MANDATORY REFERRAL FOR GENERAL PLAN CONFORMANCE
Community Development staff has reviewed the attached project, CP 96�J-) to determine
if mandatory referral for General Plan Conformance, as required by Section 65402 of the
Government Code, is necessary.
The project needs no further mandatory referral clearance from County staff subject to the
following actions:
This project has been determined to be exempt from 65402 review.
( ) This project has been determined to be exempt from 65402 review in
accordance with the Board of Supervisors Resolution 81/522 because the
project involves a road alignment project of a minor nature.
( ) The project site is located within the City of and should be
referred to the City for 65402 review.
( ) Community Development staff makes the following attached
recommendation which should be incorporated into the staff report on this
matter.
The project needs mandatory referral and County staff will process this project in the
following manner:

Number CP 96-27 (KniahtsPn AvPnuP Sidewalks). In conformance with Contra Costa County Guidelines
for implementing the California Environmental Quality Act of 1970 (CEQA), it has been determined that
your project will not have a significant effect on the environment. Your project falls within the following
category:
(✓) AN ENVIRONMENTAL IMPACT REPORT (EIR) IS NOT REQUIRED.
(✓ ) The project is categorically exempt (Class 1c ).
( ) The CEQA requirements are accommodated by the EIR previously prepared for
( ) A statement that an EIR is not required (Negative Declaration of Environmental
Significance has been filed by the Community Development Department [unless
appealed]).
