SPECIFIC REQUEST(S)OR RECOMMENDATIONS&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
Authorize the District Attorney to submit an application and execute a grant award contract and any extensions or
amendments thereof, with the. State Office of Criminal Justice Planning for funding of Contra Costa DA-NET
(Major Narcotic Vendor Prosecution Program) for the period of July 1, 1997 through June 30, 1998 in the amount
of$130,376 (state funds - budgeted).
IL FINANCIAL IMPACT
This grant application is in the amount of$130,376 to fund salaries and benefits for an attorney and an investigator
for the project. The District Attorney's Office has operated its DA-NET project for eight (8) years. As in prior
years, expenditures and revenue have been built into the District Attorney's 1997/98 budge to implement the grant.
III. REASONS FOR RECOMMENDATIONBACKGROUND
The goal of the State program is to enhance prosecution of major drug vendors through vertical prosecution,thereby
increasing the likelihood of convicting offenders and ensuring appropriate sentences for their crimes. Chapter 1424,
Statutes of 1984, authorized the State program and set forth its basic guidelines.
If the grant is approved by the State, the District Attorney will continue to use the project to concentrate on the
investigation and prosecution of methamphetamine manufactures in Contra Costa county, the Law Enforcement
Wester States Information Network estimates that Contra Costa is one of the most active methamphetamine
manufacturing areas in Northern California.
This grant has allowed Contra Costa county to assign a skilled and committed team to pursue these time-consuming
and complicated cases. The results for 1996/97 grant year e e: 151 new cases referred to DA-NET were filed
upon, 111 of which have already resulted in convictions.

IV. CONSEQUENCES OF NEGATIVE ACTION
Failure to approve this recommendation would result in the inability of the District Attorney to apply for$130,376
in State funds available to combat major narcotics production and trafficking int he County. Since these funds have
been built into the District Attorney's 1997/98 budget, disapproval of the recommendation would create a revenue
shortfall on that amount.

RESOLUTION OF THE GOVERNING BOARD 97/ 485
WHEREAS the Board of Supervisors, Contra Costa County, desires to undertake a certain project designated
CONTRA COSTA DA-NET, to be funded in part from funds made available through the Major Narcotic Vendor
Prosecution (MNVP) Program administered by the Office of Criminal Justice Planning (hereinafter referred to as
OCJP).
NOW, THEREFORE, BE IT RESOLVED that the District Attorney of the County of Contra Costa is authorized,
on its behalf, to submit the proposal to OCJP and is authorized to execute, on behalf of the Board of
Supervisors, the Grant Award Agreement, including any extension or amendments thereof.
IT IS AGREED that any liability arising out of the performance of this Grant Award Agreement, including civil
court actions or damages, shall be the responsibility of the grant recipient and the authorized agency. The State
of California and OCJP disclaim responsibility for any such liability.
BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to supplant expenditures
controlled by this body.
