Work Order No.: 6W7097 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE AND AUTHORIZE Public Works Director or his designee to execute a contract with Universal Building Services in the amount of$110,929 for street sweeping services in unincorporated west county and portions of Oakley during the period of September 1, 1997 through July 31, 1999. H. Financial impact: No impact to General Fund. Contract will be paid for with stormwater utility assessment revenue from the unincorporated areas(Fund 2517). The primary source of funding for County stormwater pollution control activities including street sweeping is the stormwater utility assessment. Other funding sources for street sweeping in the unincorporated County are road funds as well as sanitary sewer and improvement district revenues. Reasons for Recommendations and Background: Adoption of this contract will result in semimonthly street sweeping of the unincorporated communities of North Richmond, unincorporated San Pablo (Rollingwood, Montara Bay neighborhoods), El Sobrante, Rodeo, Crockett, and portions of Oakley for Fiscal Year 1997/98 and 1998/99. Last year, under the auspices of the Clean Water Program,Public Works began contracting for routine street sweeping services in portions of west county. Street sweeping is an important maintenance practice for the Clean Water Program, because it reduces the amount of debris and sediment entering the storm drain system. If pollutants are not removed from the gutter and storm drain inlets, they are transported by stormwater through the storm drains directly to waterways without being treated. Until last year, departmental policy has been to employ street sweeping for public safety concerns, (e.g., removing gravel from roads with heavy bike use) and road improvements (chip seal cleanup), not routine street sweeping. Exceptions to this policy were Discovery Bay, Alamo (Danville Blvd., Stone Valley Road), and the Pleasant Hill BART Redevelopment area where the costs of routine street sweeping were covered by a special assessment or district. Other exceptions include locations receiving the service from another agency, such as Delta Diablo Sanitary District in Bay Point. The contractor, Universal Building Services (UBS), competed with five other companies and presented the lowest bid for the second year in a row. UBS successfully provided the service to a smaller west county area last year. IV. Conseauences of Negative Action: No routine street sweeping will be provided to North Richmond, El Sobrante, Rodeo, Crockett, other portions of west County and Oakley. The County will not be in compliance with its Municipal Stormwater Permit with the State Water Quality Control Board.
