Bragdon Director of Community Development DATE: August 5, 1997 SUBJECT: CDBG Project Agreement for the Rectory Women's Recovery Center SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Deputy Director, Redevelopment or his designee to execute Community Development Block Grant (CDBG) Project Agreement 21- 06 and appropriate legal documents with Ujima Family Recovery Services to provide $20,000 in CDBG funds for accessibility improvements to the Rectory Women's Recovery Center. FISCAL IMPACT No General Funds are involved. Funds for this project will come from FY 1995/96 CDBG funds provided to the County through the U.S. Department of Housing and Urban Development (HUD) . Garnett) AND COUNTY ADMINISTRATOR Community Development , BY DEPUTY accessibility improvements to the Rectory Women's Recovery Center located at 1901 Church Lane in San Pablo. The Rectory provides transitional housing in a group home setting for women recovering from substance abuse and their children ( 15 bed capacity) . Residents receive onsite services, including substance abuse treatment, parenting, childcare, and alcohol and drug family counseling. Rent and fees charged - for food, utilities, and services are based on ability to pay (average total payment is $350) . Residents are typically extremely-low income ( incomes at or below 30 percent of the area median income for Contra Costa County) . CDBG funds will be used to make necessary accessibility improvements in accordance with state licensing requirements and the Americans with Disabilities Act. The total project cost is $22,000, including $20,000 in CDBG funds and $2,000 in private donations . The CDBG funds will be provided to Ujima in the form of a low-interest deferred loan with use and affordability restrictions . Implementation of this project has been delayed by environmental issues, including the need to confirm that the project is not of historical significance. These issues have been resolved and the project is now ready to proceed. kh/15-b/BOS20-6
