SUBJECT: CDBG Project Agreement for the Vista del Camino Public Housing
'Rehabilitation Project
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE the Deputy Director, Redevelopment, or his designee to
execute Community Development Block Grant (CDBG) Project Agreement 97-
09 and appropriate legal documents with the Housing Authority of the
City of San Pablo to provide $100,000 in CDBG funds for rehabilitation
of the Vista del Camino Public Housing Project.
FISCAL IMPACT
No General Funds are involved. Funds for this project will come from
FY 1997/98 CDBG funds provided to the County through the U.S .
Department of Housing and Urban Development.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On April 8, 1997, the Board of Supervisors approved the allocation of

of San Pablo for the rehabilitation of the Vista del Camino Public
Housing Project located on Valencia Way, Valencia Court, Mission Beel
Drive and Del Camino Drive in San Pablo. CDBG funds will be used in
combination with $161, 000 in Comprehensive Improvement Assistance
Program (CIAP) funds provided to the City Housing Authority by HUD to
replace the roofs on 56 of 100 rental units . The total cost of the
Vista del Camino Project is $261,000 . CDBG funds will be provided to
the City Housing Authority in the form of a recoverable grant rather
than a loan as HUD does not permit liens against federally subsidized
public housing. A Notice of CDBG Funding will be recorded against the
property.
In accordance with federal requirements, all public housing units must
be occupied by and affordable to very-low income households (incomes
at/below 50 percent of the area median income or AMI ) . Currently, 95
percent of the Vista del Camino units are occupied by extremely-low
income households ( incomes at/below 30 percent AMI ) , including many
large families and households headed by women.
