I. RecommendedAction:
Support Senate Bill 45, by Senator Kopp.
II. Financiallmpact:
None to General Fund.
III. Reasons for Recommendations and Background:
Senate Bill 45 by Senator Kopp is intended to fundamentally change the way state transportation
funds are programmed. It will make the 7-year State Transportation Improvement Program (STIP)
into a 4-year document. It will consolidate many funding programs into two programs and make
75% of the funding an entitlement program.

Contra Costa County, in the past, has been very successful in capturing state transportation funds
to improve our transportation network. We have been receiving much more than our formula
share of the program. The rest of the State is now demanding equity. In fact, in the current STIP;
Contra Costa County is actually a deficit County. Senate Bill 45 will not only protect our future
funds but will recognize our current deficit situation.
Senate Bill 45 will make 15% of the available funds totally discretionary to the California
Transportation Commission. The purpose of these funds is to improve transportation linkages
between regions of the State. Only a specific list of highways will be eligible for these
discretionary funds. Highway 4 east of Antioch is a designated interregional route and is eligible
to receive these discretionary funds. Senate Bill 45, therefore, provides the County with means
to advocate for funding for this important project without affecting the status of other County
projects.
By consolidating, the funding programs will allow local agencies maximum flexibility in the use of
the funds with minimum state interference.
The Metropolitan Transportation Commission has recently adopted a support on Senate Bill 45.
