SUBJECT. OVERSIGHT OF THE COMMUNITY SERVICES DEPARTMENT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. AMEND the Board's order of July 8, 1997 regarding the referral of Grand Jury
Report #9710 to the Internal Operations Committee to instead refer it to the
Family and Human Services Committee on the basis that the Family and
Human Services Committee has ongoing oversight of all aspects of the
Community Services Department.
2. ACCEPT the attached report from the Community Services Director on recent
activities in various divisions of the Community Services Department.
3. REQUEST the Community Services Director to make a further report to our
Committee on the status of the Department prior to the end of the 1997
calendar year.
BACKGROUND:
On May 20, 1997, the Board of Supervisors approved a report from our Committee
on the Community Services Department's Head Start Program and asked that we
return to the Board later in the summer with a report on the remaining divisions
within the Community Services Department.

On July 28, 1997, our Committee met with the Community Services Director, Scott
Tandy, Wilda Davisson, head of the Child Development Division and Tony Colbn,
head of the Head Start Division. Mr. Tandy presented the attached report to our
Committee and reviewed it with us. While the report is very brief and does not go
into a great deal of detail about the operations and status of each of the Divisions
within the Community Services Department, it does provide the essential outlines of
the recent activities in these divisions. In reviewing the report with our Committee,
Mr. Tandy noted the move of the Martinez child development programs to new
quarters at Lions Gate.
Mr. Tandy also noted the response which has been provided to the audit by the State
of the Community Services Block Grant funds and the fact that the audit disallowed
some $400,000 in expenses. Mr. Tandy hopes to be able to provide sufficient
documentation to the State to recover at least 10% or $40,000 of these disallowed
costs. Mr. Tandy also noted that the bylaws of the EOC need to be updated.
Our Committee continue to be impressed with the progress which has been made
on improving the operations of the Community Services Department during the time
Mr. Tandy has been in charge of the Department. We also look forward to having
a new, permanent Director selected and in place.
We plan to make one more review of the Community Services Department's
operations before the end of this calendar year.

SUBJECT: Report from Community Services Director on the Child Development
Division, Weatherization Program, Community Services Block Grant and
Economic Opportunity Council
As requested, the following is a brief report on current activities of the Community Services
Department:
Child Development Division: The Division is in the process of moving their State funded Pre-
School Program from the Martinez Unified School District to vacant classroom space at the
Lions Gate. This move is the result of State required classroom size reduction.
Weatherization Program: The collaborative effort with the Housing Preservation Program in
the Building Inspection Department continues to improve. It weatherized approximately 34
dwellings for the month of June with a small profit margin. Both monthly crew production and
program revenues continues to improve.
We expect this positive trend to continue as a result of improved oversight and system
scheduling provided by the Building Inspection Department.
Community Services Block Grant: The 1998 Community Action Plan was submitted on time to
the State Department of Community Services and Development on June 30, 1997. The
Department is currently monitoring all six CSBG Subcontractors to ensure they are meeting
contract terms for performance related issues.
We have been advised that the annual State programmatic review for both the CSBG and
Weatherization programs will take place between August 4 and August 8.
Finally, as directed, we have prepared a response to the State's 53 recommendations resulting
from their June 2, 1997 audit review letter. A final State report regarding this matter will be sent
to the Board of Supervisors in early September.
Economic Opportunity Council: The Economic Opportunity Council last met on July 10, 1997
with presentations by CCC TV and Hawkins and Company, the executive recruiting firm hired
by the County to find a permanent Director. Their Executive Committee plans to meet on
Tuesday, July 29, 1997, to update EOC by-laws, and approve a time table for the 1998 CSBG
Subcontractor RFP process.
Labor Relations: The Department continues to meet with Local 1 to discuss two major issues:
proposed changes in the structure of the Head Start program and new State standards
regarding Child Development staff.
