Adopted this Order on October 25, 1983 , by the following vote:
AYES: Supervisors Powers, Fanden, McPeak, Torlakson
NOES: None
ABSENT: Supervisor Schroder
SUBJECT: Proposed Disposition of Surplus Licensed Hospital Beds
The Board having received a letter, dated October 13, 1983,
from Joseph Ross, M.D. , President of the Alameda-Contra Costa Medical
Association, P. 0. Box 2895, Oakland 94613, expressing vigorous
objections to the County's proposed disposition of surplus licensed
hospital beds in return for various benefits, and urging the Board
to relinquish the surplus beds; and
In response to the Board' s referral of August 2, 1983,
the County Administrator in an October 18, 1983, report to the Board
having advised of the process utilized in seeking information from
all hospital providers to determine their interest in the County' s
surplus licensed bed capacity and what they would offer in return
for the County' s release of said beds, and having noted that six
providers indicated a request for a total of approximately 387 beds,
a number in excess of the County' s 164 bed licenses that may be
surplus; and
Mr . Wingett having identified certain criteria which
should be used in judging the responses to the Requests for
Information as well as three alternatives available to the Board for
disposing of the surplus bed licenses, and therefore having
recommended that the Board take the following actions:
1. Authorize the County Administrator to communicate with
the Office of Statewide Health Planning and
Development indicating the Board' s interest in
releasing certain bed licenses for use by other provi-
ders who agree to assist in meeting the County' s
health care obligations, contingent upon the County's
successfully negotiating agreements with those
providers. (Such releases would be negotiated after the
pending State Certificate of Need hearings resolve who
will receive the currently available beds. )
2. Authorize the County Administrator to nofity all pro-
viders who responded positively to the Request for
Information that the County will be receptive to nego-
tiating the terms of an agreement once the State
determines by means of the Certificate of Need
hearings how many of the currently available
(non-County) bed licenses it will allocate to each
provider .
3. Authorize the County Administrator to negotiate such
agreements and return them to the Board for further
consideration.
Board members being in agreement, IT IS ORDERED that the
recommendations of the County Administrator are APPROVED.
