RESOLUTION NO.71797
IN THE MATTER OF CALLING THE GENERAL DISTRICT ELECTION
ON NOVEMBER 4,1997,FOR THE ELECTION OF DIRECTORS
The Board of Directors of the Bethel Island Municipal Improvement District does hereby resolve:
1. The General District Election will be held within the same District on November 4,1997,for the election of directors.The
Contra Costa County Board of Supervisors is requested to consolidate the Bethel Island Municipal Improvement District's General
Election with the General Election in Contra Costa County to be held on November 4,1997.The County Clerk is requested to issue
declaration of candidacy papers to interested persons.
2. The offices that are up for election on November 4,1997,the present incumbents and whether the term is a full term or
short term are as follows:

Director John J.McNamara 4 elected
Director Paul Harper 4 elected
3. The qualifications to be a candidate for director are that Directors must be voters registered in the District.
4. Directors are elected at large.Attached marked Exhibit A is a map of the District.
5. The cost of publication of candidate's statement shall be paid by the candidate pursuant to Election Code Section 13307.
The prorated share of estimated cost of the candidate's statement shall be collected at the time of filing a candidate's statement.The
number of words is limited to 200.
6. This Resolution shall constitute the District's regulations to govern the described election.The Secretary is instructed to
send certified copies of this resolution to the Board of Supervisors of Contra Costa County as the District requests that the General
District Election be consolidated with the General Election on November 4,1997,and to Stephen Weir,County Clerk,with the
request that a copy be given to each candidate as the District's regulations affecting the candidates and be delivered to each candidate
along with nomination papers.
The foregoing Resolution was adopted by the Board of Directors of the Bethel Island Municipal Improvement District at it
regular meeting held on July 17,1997 by the following vote:
AYES: Directors Harper,McNamara,Gearhart

ABSENT: Director Harris

RESOLUTION NO. 97-108
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAMON
SUBMITTING AN ISSUE TO THE VOTERS AND REQUESTING
CONSOLIDATION WITH THE NOVEMBER 4, 1997 GENERAL ELECTION
WHEREAS, on June 10, 1997, the City Council considered the
report and recommendations of the Charter City Commission that the
Charter forwarded by the Commission be adopted for the City of San
Ramon; and
WHEREAS, on June 10, 1997, the City Council directed staff to
prepare the documents necessary for submittal of the Charter to the
voters at the regular municipal election on November 4, 1997; and
WHEREAS, the City Council, under authority of Government Code
§34458, proposes that the Charter as drafted by the Commission and
attached hereto as Exhibit "A" be adopted.
NOW, . THEREFORE, 'BE IT RESOLVED:
1 . That, acting under authority of Elections Code §10201 and
Government Code §34458, the City Council submits to the voters at
the regular municipal election on November 4, 1997, the following
proposition to appear on the ballot as follows :

2 . That, pursuant to applicable provisions of the Elections
.Code, including sections 10402, 10403 and 10411, the City Council
requests the Board of Supervisors of the County of Contra Costa to
consolidate the regular municipal election with the general elec-
tion on November 4, 1997, and authorizes the Board to canvass the
returns of the election.

3 . That, the City Clerk is instructed to file copies of this
resolution with the Board of Supervisors and with the appropriate
election officials as required by Election Code §10403 and to take
such further action as may be necessary under the Elections Code or
as may be requested by County election officials in connection with
the regular municipal election.
4 . That, the City Council recognizes additional costs will
be incurred by Contra Costa County as the result of this consolida-
tion and agrees, as provided for under Elections Code §10416, to
reimburse County for such costs .
5 . That, the City Attorney is directed to prepare the
impartial analysis of the charter proposal as provided for under
Elections Code §9280 .
6 . That, the County election official is requested to print
the full text on the proposed Charter (Exhibit °A" to this
Resolution) as a part of the official election materials submitted-
to the voters .

CHARTER
-CITY OF SAN RAMON
PREAMBLE
The City of San Ramon was incorporated as a general law city in 1983 by
residents seeking the right to manage local affairs. The authority of general ,
law cities has diminished as,a result of increasing State mandates and involve-
ment in local matters. In order to reclaim the local autonomy sought through
incorporation and to preserve the right of the people to present grievances to
the most responsive level of government, we, the citizens of San Ramon, enact.
this Charter.
ARTICLE I
Acceptance of Home Rule
Except as restricted by this Charter, the City shall have all powers
allowable under the Constitution of the State of California to adopt ordinances,
establish rules, grant franchises, structure City government, and in every way
to govern the municipal affairs of the City. Municipal affairs encompass all
matters of local concern as determined by the City Council consistent with the
meaning of "municipal affairs" under the constitutional, statutory, and
judicially defined law of the State of California.
Nothing in this Charter is intended to restrict the City in exercising any
right, power or authority granted under the general laws of the State of
California. However, the provisions of this Charter shall prevail in the event
of any conflict with general law.
ARTICLE II
Structure of City Government
The City shall continue to be governed by a Council of five members.,
elected at large. The City Council shall appoint a City Manager and a City
Attorney. The City Manager, as the chief administrative officer of the City,
shall appoint all department heads other than the City Attorney. Involvement in
administrative matters by the Council or by any individual Councilmember shall
occur only by direction of the City Manager.
ARTICLE III
Selection of Mayor
The Mayor shall be selected annually from among the members of the City
Council and shall serve as Mayor for a period of one year. The City Council, by
ordinance, shall establish a selection process based upon rotation with the
objective that no Councilmember serve as Mayor more than once during any term to
which the Councilmember has been elected or appointed. No Councilmember shall
be denied selection as Mayor if otherwise entitled under the adopted rotation
system.
ARTICLE IV
Public Contracting
The City Council, by ordinance, shall establish the procedures, including
any competitive bidding requirements, to be followed by the City in awarding
public contracts of any nature, including those for construction of public works. - ;
ARTICLE V
Continuation of Existing Law =-
All ordinances, resolutions, rules and regulations of the City in effect
as of the effective date of this Charter shall continue in effect until repealed
or amended.
ARTICLE VI
Interpretation
The provisions of this Charter shall be interpreted broadly to favor the
exercise of home rule.. If any provision is found by a court to be invalid, the
remaining provisions of the Charter shall remain in full force and effect.
