SUBJECT: TRUST FUND INTEREST
SPECIFIC REQUESTS(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. Recommended Action:
1. Acknowledge that the County received a $200,000 restricted contribution from the City of Richmond for the
acquisition of a mobile medical van and a patient transportation vehicle.
2. Direct the Auditor-Controller to place these funds into a Trust Account until such time as qualifying
expenditures are made.
3. Declare that any interest earned by the County on the unexpended portion of this contribution shall accrue to
the benefit of the medical van and patient transportation vehicle project.
4. Direct the Auditor-Controller to periodically calculate the amount of interest earned on the above referenced
contribution and to deposit said earnings into the Appropriate Trust Fund.
11. Impact:
Approval of these actions will allow interest earned on the unexpended portion of this contribution to be added
to the amount of funds available to be spent on this project.
III. Reasons for Recommendations/Background:
The West County Mobile Clinic Project began operation in November 1995, and will continue as an ongoing
project of the Department's Public Health Division to increase access to health services for un-and under-
insured residents of West County.
This is a collaborative project of the Health Services Department, Kaiser Permanente, and Brookside Hospital
(now Tenet Corporation), and is currently funded by $200,000 in trust funds from the General
Chemical Corporation and $7,000 from Kaiser Permanente. The Brookside Hospital contributed their
converted recreational vehicle for use as a mobile clinic and pays for registration, license, and
insurance for the vehicle. State immunization subvention funding supports RN staff time and other staff and
operational costs are supported by the General Chemical Trust funds. The Kaiser grant pays for
pharmaceutical and laboratory supplies for the mobile clinic.
The $200,000 from the City of Richmond will allow the Department to obtain a new, state-of-the-art mobile
health clinic for the West County Mobile Clinic Project, as well as a patient transportation van for the Center for
Health. The current vehicle used for mobile clinic services is aging rapidly, and requires frequent maintenance
which interrupts clinic operations.
