BRAGDON DIRECTOR OF COMMUNITY DEVELOPMENT BARTON GILBERT DIRECTOR OF GENERAL SERVICES DATE: AUGUST 12, 1997 SUBJECT: RESOLUTION AUTHORIZING AN APPLICATION TO THE BAY AREA AIR QUALITY MANAGEMENT DISTRICT FOR A GRANT TO ACQUIRE COMMUTER VANS SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Adopt a resolution authorizing the County to apply for a grant in the amount of $132,500 from the Transportation Fund for Clean Air (TFCA) to acquire new vans for the County Vanpool Program. FISCAL IMPACT No impact to County funds. If TFCA funds are awarded to the County by the Bay Area Air Quality Management District, this would have a positive impact by allowing the County to purchase additional vans for the County Vanpool Program. AND COUNTY ADMINISTRATOR County Counsel Risk Management BY �. , DEPUTY EV:aw J:\groups\cdadpool\audrey\tfca.bo C 91 Resolution Authorizing An Application to the BAAQMD for a Grant to Acquire Commuter Vans August 12, 1.997 Page 2 BACKGROUND/REASONS FOR RECOMMENDATIONS The Bay Area Air Quality Management District administers the Transportation Fund for Clean Air, which is derived from a $4.00 surcharge on motor vehicle registration fees in the Bay Area. Funds are allocated to projects which would have a positive effect on air quality, including implementation of ridesharing programs. In 1986, the Board of Supervisors authorized the use of County vehicles for commute pools, and the Community Development and General Services Departments have been administering a carpool- vanpool program for County employees. In 1993, the County obtained a grant from the Contra Costa Transportation Authority to acquire four 15-passenger vans for vanpools. These vans and an additional County van are currently in operation, and a waiting list is maintained for additional vanpools. The Air District has approximately $11 million available for allocation in fiscal year 1997-98 and has issued guidelines for grant applications. The deadline for applications was May 30, 1997. Staff has submitted an application for $132,500 for the purchase of five 15- passenger vans for the County Vanpool Program. The Air District's policies prohibit use of grant funds that provide a direct financial transit or rideshare subsidy exclusively to employees of a project sponsor. Therefore, seats will be made available in the vans to non-County employees. TRANSPAC, the central county regional transportation planning committee, has agreed to market the vans to other nearby employment sites and a marketing budget has been included in the grant application. For ease of administration and equity, staff proposes to allow non-County employees to participate in all the vanpools and is preparing amendments to the Administrative Regulations for the Employee Commute Pool Program to allow for such participation. These amendments will be submitted to County Counsel and Risk Management for review. The resolution authorizing the grant application was reviewed and recommended for approval by the Transportation Committee at its July 21 meeting. EV:aw j:\aw\tfca.bo C 9/ THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on A„gliGr 1 2., 1997 by the following vote: AYES: Supervisors IIilkema, Gerber, Canciamilla, and Rogers NOES: None ABSENT: Supervisor DeSaulnier ABSTAIN: None RESOLUTION NO. 97/428 SUBJECT: RESOLUTION AUTHORIZING AN APPLICATION ) FOR A BAAQMD TRANSPORTATIOl FQ- U FOR ) CLEAN AIR GRANT TO ACQUIRE VANS ) The Board of Supervisors of Contra Costa County RESOLVES that: WHEREAS, increasing traffic congestion and deteriorating air quality have resulted in growing support for commute alternatives, including ridesharing; and WHEREAS, transportation demand management programs by local governments are required by the state Congestion Management Program and by the County's Measure C (1988); and WHEREAS, the County of Contra Costa is one of the largest employers in the County; and WHEREAS, Contra Costa County has adopted a number of programs to promote commute alternatives among County employees, including a County vehicle carpool/vanpool program, alternative work schedules, and a telecommuting program; and WHEREAS, the Transportation Fund for Clean Air, administered by the Bay Area Air Quality Management District, provides annual grants for implementation of rideshare programs, and other purposes; and WHEREAS, the Community Development Department has submitted an application to the Bay Area Air Quality Management District for a grant in the amount of $132,500 to acquire and market five vans for vanpooling. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors of Contra Costa County hereby authorizes submittal of this application; and BE IT FURTHER RESOLVED, that copies of this resolution be forwarded to the Bay Area Air Quality Management District.
