SUBJECT: Approve Transportation Committee report on correspondence from
Supervisor Illa Collin, Sacramento County Board of Supervisors,
regarding the Capitol Corridor Business Plan
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize sending the attached letter under the Chair' s signature
in response to request from Illa Collin (Sacramento BoS) , Chair,
San Joaquin Rail Task Force to consider resolution on the proposed .
Capitol Corridor Business Plan.
FISCAL IMPACT
No impact to General Fund.
BACKGROUND/REASONS FOR RECOMMENDATIONS
At the Transportation Committee ' s meeting on June 16, 1997, the
committee reviewed . a March 17, 1997 letter from Supervisor Illa
Collin, Sacramento County Board of Supervisors, submitted on behalf
of the San Joaquin Rail Task Force. Supervisor Collin' s letter
requests that the Contra Costa County Board of Supervisors consider
a concurring action on a resolution adopted by the San Joaquin Rail
Task Force relating to a. proposed Business Plan for the Capitol
Rail Corridor. The Transportation Committee recommends sending the
attached letter under the Chair' s signature in response to
Supervisor Collin' s March 17, 1997 (see attachment listed as
Exhibit "A" ) .

Dear Supervisor Collin:
On behalf of my colleagues on the Contra Costa County Board of Supervisors, I want to thank
you for sharing with us your concerns, raised in a letter dated March 19, 1997, about the
Business Plan which was then under consideration by the Capitol Corridor Joint Powers. My
apologies for not responding to your letter sooner.
As you are aware Senate Bill 457, which was passed by the State Legislature and signed into law
by the Governor in 1996, enables the transfer from Caltrans to a regional or corridor-based entity
the management and oversight of state-sponsored intercity passenger rail services in three rail
corridors: San Joaquin,San Diegan, and Capitol. So far, only the communities along the
Capitol Corridor have taken advantage of this legislation by forming a joint powers board for the
purpose of assuming management and oversight of the Capitol train services. They are currently
negotiating with the State of California on an interagency agreement that will finalize the transfer
to the newly formed joint powers board with BART designated as the managing agency.
The Contra Costa County Board of Supervisors supported SB 457 when it was under
consideration last year because we believed that it would enhance and preserve the State of
California's one billion dollar investment in the intercity rail program by enabling communities
served in a rail corridor a greater stake and more direct participation in the administration,
coordination, planning and oversight of these vital services. We believe that creation of the
Capitol Corridor Joint Powers Board (CCJPB) and the designation of BART as the managing
agency has fulfilled the intent of SB 457.
Furthermore, we believe that thie CCJPB's first adopted Business Plan, prepared by BART, is a
very positive step in the right direction toward renewing passenger service in the corridor. You
might be interested to know that our County staff reviewed a draft of the Business Plan and
provided BART with specific comments on the need to retain a dedicated feeder bus service in
the corridor and need for closer coordination of the shared resources between the Capitol and the
San Joaquin. We were pleased with their responsiveness to our concerns and grateful that these
concerns were then addressed when the Business Plan was adopted earlier this year.

We,therefore, do not see the need to consider the resolution, as requested in your letter dated
March 19, 1997, since Contra Costa County's comments were adequately addressed by the
CCJPB when they adopted their Business Plan for the Capitol Corridor.
