Uilkema, to the Board of Supervisors ' Transportation Committee SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Refer the attached resolution to the Board of Supervisors ' Transportation Committee, as recommended by Supervisor Gayle B. Uilkema, which supports concept of locating a new train station in West County along the Capitol Rail Corridor. FISCAL IMPACT No impact to the General Fund. BACKGROUND/REASONS FOR RECOMMENDATIONS A resolution has been prepared which supports in concept the siting of a new train station in West County along the Capitol Rail Corridor and recommends that the newly formed Capitol Corridor Joint Powers Board evaluate and determine feasibility of locating the new station in consultation with the West Contra Costa Transportation Advisory Committee and other interested parties . See attachment listed as Exhibit "A" . In her absence, Supervisor Uilkema ' s office has contacted my office requesting that the attached resolution be formally referred to the Board' s Transportation Committee for consideration and recommendation to the Board of Supervisors . Orig: ATTESTED August 12, 1997 cc: Transportation Committee PHIL BATCHELOR, CLERK OF Community Development - Steve Goetz THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR BY (/. �• DEPUTY EXHIBIT "A" THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on 1997 by the following vote: AYES: NOES: ABSENT: ABSTAIN: RESOLUTION NO. 97/ SUBJECT: Support in Concept for a West County Train Station along the Capitol Corridor) And Request to Capitol Corridor Joint Powers Board for a Station Evaluation ) And Feasibility Analysis) WHEREAS, a new regional agency, known as the Capitol Corridor Joint Powers Board, has been formed to assume management and oversight of the Capitol intercity passenger rail service between the Bay Area and the Sacramento Valley; WHEREAS, the Capitol Corridor Joint Powers Board is negotiating with the State of California on an agreement to formally transfer the management and oversight responsibility for the Capitol service to this new regional entity; WHEREAS, once the interagency transfer agreement has been consumated, the Capitol Corridor Joint Powers Board will then be responsible for determining how, when, and where new trains stations should be added along the Capitol Corridor; WHEREAS, the area in western Contra Costa County, between the City of Pinole and Town of Crockett, is within the Capitol Corridor but is not now directly served by the Capitol passenger rail service; WHEREAS,this area of western Contra Costa County will be significantly impacted by traffic diversions and other impacts associated with the construction of several large transportation projects, including the Carquinez Bridge Replacement Project, 1-80 High Occupancy Vehicle Lane Project, Cummings Skyway Extension Project, and the Route 4 Gap Closure Project; WHEREAS, both residents in this area of western Contra Costa County and the West Contra Costa Transportation Advisory Committee (WCCTAC) have expressed a strong interest in siting a new train station in West County along the Capitol Corridor. The Board of Supervisors of Contra Costa County RESOLVES that: 1. Support in concept locating a new train station in West County along the Capitol Corridor. 2. Request the newly formed Capitol Corridor Joint Powers Board to evaluate and determine feasibility of locating a new train station along the Capitol Corridor in western Contra Costa County, between the City of Pinole and Town of Crockett, in consultation with the West Contra Costa Transportation Advisory Committee and other interested parties.
