RECOMMENDATIONS
APPROVE the reallocation of $20,000 in FY 1992 and $15,000 in FY 1993 HOME Investment
Partnership Act (HOME) funds originally allocated to St. Vincent de Paul Society for the development
of multifamily rental housing to the FY 1997/98 HOME Housing Development Assistance Fund.

BACKGROUND/REASONS FOR RECOMMENDATIONS
On June 28, 1994 the County Board of Supervisors approved the allocation of$20,000 in FY 1992 and $15,000 in
FY 1993 HOME funds to St. Vincent de Paul Society of Contra Costa(SVdP) for capacity building and payment
of predevelopment expenses associated with the new construction of a multifamily rental housing development to
be located in Pittsburg (Solari Gardens Apartments). Due to the focus of the organization on other priorities, the
County, with SVdP's concurrence, has determined that SVdP is unable to implement this project.
It is therefore recommended that the$20,000 in FY 1992 and$15,000 in FY 1993 HOME funds previously approved
by the Board for the Solari Gardens Apartments project be rescinded and reallocated to the FY 1997/98 HOME
Housing Development Assistance Fund (HDAF) for use in funding additional affordable housing projects in the
future.
