RECOMMENDATIONS
ALLOCATE FY 1997 Emergency Shelter Grant (ESG) funds and AUTHORIZE the Deputy Director--
Redevelopment or his designee to enter into FY 1997 ESG contracts for the following projects:
(1) Homeless Emergency Shelters -- operating expenses for the Central County and Brookside
Homeless Shelters, sponsored by the Health Services Department ($ 88,800); and
(2) Case Management -- case.management paired with privately-funded direct rental assistance for
homeless families and those at-risk of homelessness throughout Contra Costa, sponsored by
Shelter, Inc. ($10,000).
ALLOCATE $5,200 to the Community Development Department for administrative costs of the ESG
Program.
FISCAL IMPACT
No General Funds are involved. ESG funds are allocated to the County by formula through the U.S.
Department of Housing and Urban Development (HUD).

BACKGROUND/REASONS FOR RECOMMENDATIONS
Contra Costa County receives federal Emergency Shelter Grant (ESG)funds on an entitlement basis
for use in funding emergency homeless shelter operations and related services, and homeless
prevention activities. The County's FY 1997 allocation is $104,000, including $5,200 for program
administration. ESG funds are allocated through a competitive application process administered by
the Community Development Department (CDD). On March 24, 1997, a Notice of Funding
Availability (NOFA) was sent to 30 public agencies and nonprofit housing and homeless service
providers active in Contra Costa County. In May, 1997, CDD received 4 applications requesting a
total of$193,198 in ESG funds. Attachment A contains a brief summary of applications received.
Projects were evaluated and funding recommendations developed using the following criteria:
• Consistency with homeless shelter and service priorities identified in the Contra Costa
Consortium Consolidated Plan 1995-1999 and the Contra Costa County Continuum of Care
Homeless Plan 1996-2001;
• Eligibility under federal regulations (24 CFR Part 576);
• Alleviation of homeless needs;
• Degree to which the project serves the target population;
• Project feasibility and cost-effectiveness in meeting homeless service and shelter needs;
• Proposed matching funds and ability of the project to leverage other resources;
• Experience of the applicant in homeless service provision of the type being proposed; and
• Project readiness.
The following projects are recommended for funding:
• Homeless Emergency Shelter Operation -- As proposed, the County Health Services
Department (HSD) will use ESG funds ($ 88,800) for operating expenses at the Central
County and Brookside Emergency Shelters with a combined capacity of 116 emergency
shelter beds. The County shelters serve a critical need through the provision of emergency
housing and services to very-low income homeless populations in a cost-effective manner
($28 per shelter bed per night). In addition to short-term emergency shelter (14 days),
residents may elect to participate in a long-term(90 days) case-managed program designed
to facilitate movement toward individual self-sufficiency. Provision of ESG funds will
support shelter operations for 4-5 weeks.
• Case Management for Families Which are Homeless and At-Risk of Homelessness -- As
proposed, Shelter, Inc. will use ESG funds ($10,000) to provide case management to
homeless/at-risk families which receive direct rental assistance. The rental assistance
program, administered by Shelter, Inc. and funded entirely by private donations, has provided
cost-effective assistance to 182 adults and 263 children over the past seven years. The
estimated cost per family to be assisted during FY 1997 is $2,500, including $1,440 in direct
rental assistance. Historically, the assistance has included direct support to help families avoid
eviction or utility discontinuance and/or secure permanent housing, as well as case
management where necessary. Provision of ESG funds for case management is expected to
result in 30 families receiving direct rental assistance.
