RECOMMENDED ACTION: Approve and authorize the Social Service Director, or his designee, to execute on behalf of the County, Contract# 21-400 with East Bay Perinatal Council, in the amount of$34,800, for the period from August 1, 1997 through June 30, 1998, for the delivery of Minor Parent Services. II. FINANCIAL IMPACT: No County cost. The California Department of Social Services will allocate approximately $34,800 in state and federal funds based upon an estimated 174 case months of service. The allocation for case management expenditures are passed on to East Bay Perinatal Council to cover expenditures associated with the delivery of services to minor parents who qualify for an exemption under the Teen Pregnancy Disincentive Program. There is no county share associated with case management costs nor with supportive service payments made for transportation and ancillary costs. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: The Teen Pregnancy Disincentive Program (AB 908, Chapter 307, Statutes of 1995) added a new condition of eligibility for aid to minor parents under 18 years of age. It also created two new requirements: 1) investigations by CWS Social Workers as part of the aid determination process for minor parents who allege that living with their parent(s), legal guardian, or other adult relative would place them and/or their child(ren) at risk of abuse; and 2) the provision of family maintenance services to minor parents who are found to meet an exemption and are living on their own while receiving aid. The minor parent population eligible for this program is already required to participate in the Cal Learn Program. The Cal Learn Program is focused on assisting minor parents to achieve educational and vocational goals. The family maintenance services mandated in the Teen Pregnancy Disincentive Program are more specifically targeted on insuring the safety and well-being of the minor parent and her/his child. Because the East Bay Perinatal Council is under contract with the County to provide the Cal Learn program (#21-178-5), and has been since the state inception of the program in 1993. The services mandated by the Teen Pregnancy Disincentive Program are meant to enhance the Cal Learn Program. Because of the State requirements to contract with the local Adolescent Family Life Program providers, this contract will be sole sourced.
