APPROVE the revised Hazardous Materials Commission's membership structure document,bringing the total membership from twelve to thirteen,as established by the newly created Oil, Chemical & Atomic Worker's (OCAW) union Seat on the Commission. ( Board Order 06/04/96 Item C.24 Reference Item#1) 2. APPOINT to the Labor#2 Seat,for a new four-year term on the Hazardous Materials Commission, with an appointment date of June 19, 1996, and an ending date of December 31, 1999, as recommended by the Oil, Chemical &Atomic Worker's union: Jim Payne, Member Ronald Holloway, Alternate OCAW, Local 1-5 OCAW, Local 1-5 1015 Estudillo Street 1015 Estudillo Street Martinez, CA 94553 Martinez, CA 94553 3. This action has increased the Commission membership structure from twelve to thirteen members. Through clerical oversight, the June 19, 1996 letter from the Oil, Chemical & Atomic Workers (OCAW) union, nominating representation by Jim Payne as member, and Ronald Holloway as alternate, was not presented to the Board. It is recommended by the Commission that these appointments be made,with an appointment date of June 19, 1996, and a new four-year term ending on December 31, 1999. There have been a number of resignations by alternate members of the Commission. As accepted by the Commission,the following verbal resignations have been noted and posted as vacant by the Clerk of the Board on July 25, 1997: Joel Harmon, Alternate Taxpayer Seat Joseph Griebstein, Alternate Business #1 Seat Michael Leedie, Alternate Environmental Organization#2 Seat Paul Kilkenny, Alternate League of Women Voters Seat There had been some confusion with the term expiration date of the Labor #1 Seat on the Commission. After clarification between the Commission and the Clerk of the Board, determination was made that the expiration date of this seat was December 31, 1995. It was further determined that the incumbent at this time,Pam Aguilar,had expressed a desire for reappointment. With the Internal Operations Committee's acceptance of Ms. Aguilar's notification of desire for reappointment (Board Order 05/14/96 Item D.7),recommendation is made from the Commission for reappointment of Pam Aguilar to the Labor #1 Seat with, an appointment date of January 1, 1996, and a new four-year term ending December 31, 1999.
