Project No: 7520-6139L90-97 CDD-CF #97-63 DATE: August 12, 1997 PAGE: 2 DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Chief Engineer to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. FINANCIAL IMPACT: The estimated project cost is $380,000, funded by FEMA and various Flood Control District funds. (No impact to General Fund). III. REASONS FOR RECOMMENDATION/BACKGROUND: The project includes the repair of storm-damaged flood control channel banks at a number of sites along several creeks in Contra Costa County, all within Contra Costa County Flood Control. and Water Conservation District right-of-way. It is needed to prevent further erosion of the channel banks. Without corrective action, further bank erosion at these sites will result in: 1. Loss of the channel maintenance access road and, eventually, loss of private property. 2. Increased sedimentation deposition downstream resulting in increased channel maintenance costs. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding. I recommend the project needs no further mandatory referral clearance from County staff subject to the following actions: (✓) This project has been determined to be exempt from 65402 review. ( ) This project has been determined to be exempt from 65402 review in accordance with the Board of Supervisors Resolution 81/522 because the project involves a road alignment project of a minor nature. Therefore, best management practices such as cofferdams, pilot channels, pumping, and silt fences will be used to prevent construction generated materials from entering the water. All loose rock slope protection will be covered with soil above the ordinary high water mark. All bare slopes will be seeded with native grasses.
