C.109 LETTER, dated July 17, 1997, from Chair, Public and Environmental Health Advisory
Board (PEHAB), Contra Costa County Health Services Department, 597 Center Avenue,
Suite 200, Martinez, CA 94553, inviting the Board to join PEHAB, the Childhood Injury
Prevention Coalition, and the Substance Abuse Advisory Board in requesting the beer
distributors in Contra Costa to stop using children's favorite Halloween symbols to
market alcohol.

Ex-Officio Members: I am inviting the Board of Supervisors to join the Public and
Joseph Hafey Environmental Health Advisory Board (PEHAB) in our support for the
George Kaplan
Carolyn Robinson Center on Alcohol Advertising's Hands Off Halloween Campaign. In
Tracey Rattray recent years, the beer industry has devoted considerable resources to turn

and teenagers. In response to these marketing practices, PEHAB is
sending a letter to the local beer distributors asking them to refrain from
using Halloween symbols in beer promotions.
PEHAB encourages the Board of Supervisors to join us, along with the
Childhood Injury Prevention Coalition (CIPC) and the Substance Abuse
Advisory Board (SAAB) and ask beer distributors in Contra Costa to stop
using children's favorite Halloween symbols to market alcohol. A sample
letter, prepared by the Hands Off Halloween Campaign, and a list of local
beer distributors is attached.

We are writing to offer you an opportunity to expand r..,,u,.. 3 "s leadership as a
responsible wholesaler of alcoholic beverages. We inviteto become part
of Contra Costa County's Hands Off Halloween Responsible Merchants Campaign.
Many Contra Costa County retailers participated in the responsible Merchants
Campaign last year by agreeing not to display any point-of-sale Halloween beer
promotions. Now we are asking you to establish this as policy for all the stores you
service.
Halloween symbols are inherently attractive to the children who comprise an
important part of customers at retail stores. As a participant in the Responsible
Merchant Campaign,you will help us reduce the exposure of children to Halloween
beer promotions without interfering with the legal purchase of beer by adults. We
hope you will agree that adults are capable of locating beer for their parties without
displays featuring jack-o-lanterns, black cats, spider webs and other classic
Halloween symbols that kids find nearly irresistible.
Beer claims the lives and futures of far too many young people and beer ads with
strong appeal to children send a confusing message.
Please give our request your serious consideration. We hope that you will decide
to join our Responsible Merchants Campaign and provide important leadership to
other beer retailers.
