WALKER, Health Services Director DATE: August 12, 1997 SUBJECT: ENGINE-BASED PARAMEDIC TASK FORCE Specific Request(s) or Recommendation(s) & Background & Justification RECOMMENDATIONS: 1. DIRECT the County Administrator to work with the Fire Chief to examine projections of revenues and expenditures over the next three years to determine the ability of the District to consider implementing the paramedic program on a District-wide basis. 2. CREATE a Task Force to make recommendations to the Board of Supervisors regarding the feasibility of implementing an engine-based paramedic program in the Contra Costa County Fire Protection District if sufficient funding is available. 3. DESIGNATE the agencies listed in the Background section of this Board Order as potential members of the Task Force and AUTHORIZE the County Administrator to request the agencies to appoint representatives to the Task Force. 4. Accordingly, Supervisor Rogers proposed the creation of a task force to advise the Board on possible additional revenue sources to fund engine-based paramedics. After discussing the proposal, the Board referred the issue to the County Administrator, the County Fire Chief and the Health Services Director to review and make recommendations to the Board regarding the proposed Task Force. Representatives of the County Administrator's Office, the Fire District and the Health Services Department discussed the Task Force proposal and developed the above recommendations to the Board. The recommended composition of the Task Force is as follows: • American Medical Response (AMR) 0 Contra Costa County Fire Protection District • County Administrator's Office 0 Contra Costa Taxpayers' Association • Emergency Medical Care Committee • Emergency Medical Services • Firefighters' Union, Local 1230 • Paramedics' Union, Local 250 • Public Managers' Association • San Ramon Valley Fire Protection District We believe that the above listing includes all the agencies in the County that either have a direct interest in the issue or could be of assistance in determining the feasibility of the proposed paramedic program.
