Recognizing The Town of Pacheco in the 97/349
Opening of The Pacheco Community Center
WHEREAS, the Town of Pacheco has a grand and glorious history
being called the "Queen City of Contra Costa" in the 18601s; and
WHEREAS, the Town was started from the land grant properties
of Don Salvio Pacheco and George Loucks being once named
Loucksville, then Pachecoville before being named Pacheco; and
WHEREAS, in its history, among man of its milestones is the
California Grand a former Inn, and a stop on the trail of the Pony
Express and the (fells Fargo Express; and
W4rEREAS, the Pacheco Grammar School initially built in 1859,
and whish served as the elementary institute of learning for areas
beyond its borders, educating those as old as 19 and 20 because
there were no high schools in the Bay Area outside of San
Francisco; and
WHEREAS, it was visited by and serviced businessmen,
prospectors, farmers and famous 3ockeys, and was developed by
families named WelcA, Such, Whitney, Walwrath, Hendrix, Hale,
Fassett, Hook, Carothers, Putnam, Downing, Johnson, Weeks, Yager,
and Boeger; and
WHERF,AS, it was a popular stop for travelers going to the
Russian River by boat and to the gold country by horse and wagon;
and
WHEREAS, it was the first site of the issuance of what we now
know as a bank draft by the Safety Bank Exchange; and
WHEREAS, the community has always vigorously protected its
independence through earthquakes, floods, and fires; and
WHEREAS, it was deemed necessaryto protect its rich history
and to sustain the community for future generations, the Pacheco
Town Council, a private non-profit corporation was established in
1947 to "Preserve and promote Pacheco"; and
WHEREAS, the Pacheco Town Council determined that once again
the community needed a meeting place, a, lace which signifies
Pacheco's fascinating past, a place which would serve future
generations; and
WHEREAS, the Pacheco Town Council has worked diligently with
County Redevelopment, using funds from its treasury,, County Park
Dedication fees, Braddoc4 & Logan, TOSCO mitigation fees the
Contra Costa Central Sanitary District on behalf of the County
Flood Control District, and community donations to raise its
community center; and
WHEREAS, this exceptional facility will occupy what was the
Hayden Park site, once the onlyark In Central County, and will
house the origAnal school bell from the original Pacheco Grammar
School, the tiled mural depicting Pacheco ?}istory from the old
Pacheco School, and the last remaining windmill in Pacheco.
NOW THEREFORE, BE IT RESOLVED, that the Board of Supervisors
of Contra Costa County does hereby acknowledge the Town of Pacheco
for its resolve in enhancing its community by opening the Pacheco
Community Center on June 7, 1997.
Passed by unanimous vote of the Board Members present on this
8th Day of July 1997.

(MDIC) in Contra Costa County.

BACKGROUND/SUMMARY:
Rather than subject a child to separate interviews conducted by different people at each agency, the
front-line staff who take the initial abuse report will now refer the child to the MDIC where a clerk
will schedule an interview with a child forensic interview specialist. Therefore, when a child
alleges sexual abuse or exploitation, a police officer or emergency response social worker will
continue to conduct an initial screening, attempting to obtain initial disclosure of the abuse from
the reporting adult party, to determine if the case warrants further investigation. Once initial
disclosure is obtained, further information needed for the criminal investigation, for dependency
recommendations, and for the prosecution will be collected through a single interview by a specialist
at the MDIC. All critical players (CWS worker, police officer or detective, and prosecuting
attorney) will help plan and observe the interview which will be memorialized (via videotape) for
future reference. Each participating agency will still be responsible for a particular aspect of the
investigation and subsequent planning, however all the necessary information will be collected
through one interview.
The MDIC Committee has worked together for the past four years to develop this model for Contra
Costa County. As approved by the Board of Supervisors on June 24, 1997, the Social Service
Director is authorized to accept on the part of the Board of Supervisors, a grant from the Office of
Criminal Justice and Planning (OCJP) for three years. The Social Service Department, Sheriff's
Office, District Attorney's Office and Family and Children's Trust Fund have committed financing
for the 97/98 year. With the grant secured we are now able to complete the staffing necessary to
implement the program.
At this point the paramount issue that needs resolution is the selection of a site. The OCJP grant
specifies that a site will be selected and remodeled by September 30, 1997 and the MDIC would
begin interviewing children in the second quarter. Staff from the County Administrator's Office
have been working with the Committee for the past several months to locate an adequate site.
Under consideration are or have been;
* part of the old Lion's Gate facility,
* a building that now houses Health Services programs and staff that would eventually relocate
to the new hospital and thereby vacate their residence,
* leasable office space located on the Highway 4 corridor.
As the MDIC becomes a reality, additional reports/information will be shared with the Board,

RESOLUTION NO. 971 350
SUBJECT: Confirming the Final Engineer's Report and Ordering Levy and Collection of
Annual Street Light Charges for County Service Area L-100, Minor Subdivision
11-96, Walnut Creek area.
The Board of Supervisors of Contra Costa County RESOLVES THAT:
1. On May 20, 1997, in compliance with Proposition 218, the Board of Supervisors
adopted Resolution Number 97/268 accepting the Engineer's Report for
annexation of Minor Subdivision 11-96 to County Service Area L-100 and set
a public hearing for July 8, 1997 to consider levying an assessment to defray the
costs and expenses of maintaining and operating the street light system, County
Service Area L-100.
2. Resolution 97/268 declares the Board's intention to order that the costs and
expenses of maintaining and operating the street light system, County Service
Area L-100, shall be assessed against the property within Minor Subdivision 11-
96 to be annexed to County Service Area L-100.
3. Resolution 97/268 directs the public Works Director to deliver all ballots received
from record owners to the Board prior to the start of the hearing and to consider
all protests against the proposed assessment and tabulate the ballots. The
ballots shall be weighted to the proportional financial obligation of the affected
property. This resolution declares that the Board shall not impose the
assessment if there is a majority protest. This resolution declares that if there
is no majority protest the Board will levy the assessment.
WHEREFORE THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY
FINDS, CONFIRMS AND ORDERS THAT:
1. The hearing was held before this Board on July 8, 1997 at 10:30 a.m. At the
hearing , the Public Works Director delivered to the Board, all ballots received
from the record property owners of the property within Minor Subdivision 11-96.
The Board considered the tabulated and weighted ballots to the proportional
financial obligation of the affected property. The Board then closed the hearing.
2. Based upon the tabulation of the ballots, the Board finds that there is not a
majority protest and therefor confirms the assessment and orders the assess-
ment against each parcel within Minor Subdivision 11-96 as provided in the
Engineer's Report.
3. The Board further orders that the assessments set forth in the Engineer's Report
shall be assessed against each parcel in Minor Subdivision 11-96 for Fiscal Year
1997-98 and subsequent fiscal years and be collected on the tax bill.

ORDINANCE NO. 19
BEFORE THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY
AS AND CONSTITUTING
THE BOARD OF DIRECTORS
OF
CONTRA COSTA COUNTY SANITATION DISTRICT NO. 19
AN ORDINANCE INSTITUTING A CROSS-CONNECTION CONTROL
PROGRAM TO PROTECT THE PUBLIC
WATER SYSTEM
The Board of Supervisors of Contra Costa County, as and constituting the Board of Directors of
Contra Costa County Sanitation District No. 19, does ordain as follows:
SECTION 1 - PURPOSE. The purpose of this ordinance is to protect the public water supply system
from contamination due to potential and actual cross-connections. This shall be accomplished by the
establishment of a cross-connection control program. This ordinance is adopted pursuant to Title 17,
Sections 7583 - 7605, inclusive, of the California Code of Regulations, entitled "Drinking Water
Supplies".
SECTION 2 - RESPONSIBILITY. Contra Costa County Sanitation District 19 (CCSD 19) shall be
responsible for implementing and enforcing the cross-connection control program. An appropriate
backflow prevention assembly shall be installed by and at the expense of the water user at each user
connection where required to prevent backflow from the water user's premises to the domestic water
system. It shall be the water user's responsibility to comply with the CCSD 19 requirements.
SECTION 3 - CROSS-CONNECTION PROTECTION REQUIREMENTS. The type of protection that
shall be provided to prevent backflow into the public water supply system shall be commensurate with
the degree of hazard, actual or potential, that exists on the water user's premises. Unprotected cross-
connection with the public water supply are prohibited. The type of backflow prevention assembly that
may be required (listed in decreasing level of protection) includes: Air-gap separation (AG), Reduced
Pressure Principle Backflow Prevention Assembly (RP), and a Double Check Valve Assembly (DC). The
water user may choose a higher level of protection than required by the water supplier. The minimum
type of backflow, protection required to protect the approved water supply at the user's water connection
to premises with varying degrees of hazard are listed in Table 1 of 17 Cal. Code Regs. § 7604.
Situations not covered in Table 1 shall be evaluated on a case-by-case basis and the appropriate
backflow protection shall be determined CCSD 19.
SECTION 4 - BACKFLOW PREVENTION ASSEMBLIES. Only backflow prevention assemblies which
have been approved by the CCSD 19 shall be acceptable for installation by a water user. A list of
approved backflow prevention assemblies will be provided upon request to any affected customer.
Backflow prevention assemblies shall be installed provided in 17 Cal. Code Regs. § 7603. Location of
the assemblies shall be as close as practical to the user's connection. CCSD 19 shall have the final
authority in determining the required location of a backflow prevention assembly. Testing of backflow

assemblies shall be conducted only by qualified testers and testing will be the responsibility of the water
user. Backflow prevention assemblies must be tested at least annually and immediately after
installation, relocation or repair. More frequent testing may be required if deemed necessary by CCSD
19. No assembly shall be placed back in service unless it is functioning as required. These assemblies
shall be serviced, overhauled, or replaced whenever they are found to be defective and all costs of
testing, repair, and maintenance shall be borne by the water user. Written approval must be obtained
from CCSD 19 prior to removing, relocating or replacing a backflow prevention assembly.
SECTION 5 - ADMINISTRATION. The cross-connection control program shall be administered by
CCSD 19. CCSD 19 will establish and maintain a list of approved backflow prevention assemblies as
well as a list of approved backflow prevention assembly testers. CCSD 19 shall conduct necessary
surveys of water user premises to evaluate the degree of potential health hazards. CCSD 19 shall notify
user when an assembly needs to be tested. The notice shall contain the date by which the test must be
completed.
SECTION 6 - WATER SERVICE TERMINATION. When CCSD 19 or its service provider encounters
water uses that represent a clear and immediate hazard to the potable water supply that cannot be
immediately otherwise be abated, water service to the contaminating water user shall be terminated as
set forth below (see Health and Safety Code § 116670). Conditions or water uses that create a basis
for water service termination shall include, but are not limited to, the following:
1. Refusal to install or to test a backflow prevention assembly, or to repair or replace a faulty
backflow prevention assembly;
2. Direct or indirect connection between the public water system and a sewer line;
3. Unprotected direct or indirect connection between the public water system and a system
or equipment containing contaminants; or
4. Unprotected direct or indirect connection between the public water system and an auxiliary
water system.
With respect to Item #1, the CCSD 19 will terminate service to a water user's premises after
proper notification has been sent. If no action is taken within the allowed time period water
service shall be terminated.
With respect to Items numbers 2, 3, or 4, the CCSD 19 shall take the following steps:
1. Make reasonable effort to advise the water user of intent to terminate water service; and
2. Terminate water service and lock service valve. The water service shall remain inactive
until correction of violations has been approved by the CCSD 19.

SECTION 7 - EFFECTIVE DATE. This Ordinance shall take effect thirty (30) days from the date of its
adoption. Within fifteen (15) days after its adoption this Ordinance shall be published in the Daily
Ledger, a newspaper of general circulation, published in the County and circulated in the District.
