SUBJECT: AUTHORIZE THE EXECUTIVE DIRECTOR TO ENTER INTO AN INTERAGENCY
AGREEMENT WITH THE CONTRA COSTA COUNTY PROBATION DEPARTMENT TO
PROVIDE MANAGEMENT SERVICES SUPPORT FOR CLARO UNDER THE GRANT
AWARD FROM THE STATE OF CALIFORNIA OFFICE OF CRIMINAL JUSTICE PLANNING

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa to enter into an
interagency agreement with the Contra Costa County Probation Department to provide management services support for
CLARO under the grant award from the State of California Office of Criminal Justice Planning(OCJP).
II. FINANCIAL IMPACT:
No General Funds are involved. Funds for this project will come from a grant in the amount of$195,000 received by
the Contra Costa County Probation Department from the State of California Office of Criminal Justice Planning.
III. REASONS FOR RECOMMENDATION/BACKGROUND
A grant received by the County of Contra Costa Probation Department from the State of California will be used to
develop the program"SMART"(School Mentoring and Resource Team Project),which provides for two probation officers to
work with East County schools in referring"At Risk"juveniles to a diversion program focused on computer assisted learning.
The computer assisted learning program will be managed by the Housing Authority of the County of Contra Costa and involves
collaborations with a broad base of local agencies and community organizations including the Brentwood Police Department,
Chicano Latino Academies Reaching Out(CLARO)and Martinez PAL among others. Attached is a copy of the Interagency
Agreement between the Housing Authority of the County of Contra Costa and the Contra Costa County Probation Department,
which will implement this grant.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to authorize the Executive Director to enter into the Interagency
Agreement,the County Probation Department would not be able to take advantage of the grant award which will provide much
needed assistance for"At Risk"juveniles in Contra Costa County.

7. PROGRAM DESCRIPTION
The School Mentoring and Resource Team (SMART) Project will provide two Deputy
Probation Officers (DPOs) to work closely with schoolsand police, coordinating efforts
of commmity based organizations, with particular involvement of a Latino group
bringing mentors to work with at-risk youth in a computer learning center. Community
resource lists will be compiled and distributed, and coordination of community based
organizationswill be encouraged.
8. PROBLEM STATEMENT
East Contra Costa County is a large formerly rural area which in recent years has
experienced an intense rapid expansion of population, with concomitant problems of
overcrowding in schools, increasing crime, and inadequate human service resources.
The large Latino population is especially at risk.
9. OBJECTIVES
Recruit and train mentors to work with at-risk youth. Provide mentoring to 80 at-risk
youth, targeting 50 Hispanic youth. Increase school attendance among mentored youth.
Improve school grades of mentored youth. Establish on-site presence of a DPO at each
targeted school. Decrease rate of school crimes. Provide intense supervision to 80
targeted at-risk youth. Compile, distribute, and update an area resource directory.
Sponsor meetings and events to encourage cooperation and collaboration among resource
agencies.

ROLES OF CLARO PAL AND THE HOUSING AUTHORITY UNDER
OCJP GRANT APPLICATION

1) Develop training curriculum for volunteer mentors to do computer skills training and
role modeling for adolescents.
2) Recruit,train, and manage volunteer mentors.
3) Develop computer skills training curriculum for adolescents in word processing, spread
sheets, data base management,and Internet access.
4) Rork with school district liaison to develop high school curriculum of independent
study for youth who cannot continue learning in high school and are assigned to
CLARO mentoring services.
5) Host independent study coordinator from school district to meet once a week with
assigned high school youth.
6) Receive screened referrals of 80 youth,including 50 Hispanic youth,from the
Probation Department for mentoring services. Match a mentor with each youth
according to the youth's Probation learning plan within 30 days of referral. Participate
in case management meetings with SMART project collaborators.
7) Manage day-to-day program of computer learning center, volunteer mentors,and
mentor activities with adolescent referrals, site accessible to youth a minimum of 40
hours per six-day week. Maintain independent study assignments on master diskette
and oversee maintenance of student work assignments on individual diskettes to assure
student productivity. Manage student access to Internet. Oversee student daily log on
and log off at computer work stations. FAX records of student attendance and
performance each day to Martinez PAL for entry into Probation Department data base
there.
8) Maintain community resource data bank as updated by Deputy Probation Officers, and
transmit information to PAL.
9) Maintain computer PCs, monitors, and printers according to grant conditions.
10) Meet grant conditions for disbursement of$40,000 allocation for agency executive
director at 40 hours per week for the grant year.

a) Categories of crimes in and around East County school campuses--to compare
with Fresno County study showing decrease due to law enforcement presence

INTERAGENCY AGREEMENT
1. Contract Identification
Department: Contra Costa County Probation Department
Subject: Interagency Agreement between Contra Costa County Probation
Department and The Housing Authority of the County of Contra Costa
for Management Services Support for CLARO with the Housing
Authoritx of the Count of Contra Costa (Agency).
2. Parties. The County of Contra Costa, California (County), for its Department
named above, and the following named Agency mutually agree and promise as follows:
Contractor: Housing Authority of the County of Contra Costa (hereinafter Authority")

3. Term. The effective date of this Agreement is„ Tune 9, 1997
Terminates—June 30, 1998 unless sooner terminated as provided herein.
4. Payment Limit. County's total payment to the Housing Authority under this
Agreement shall not Exceed $68,450 as detailed in the Grant Award, ED 96010070 from
the State of California Office of Criminal Justice Planning (OCJP).
5. County's Obligations. County shall pay The Housing Authority for its provision of
the services as set forth in the attached, subject to all the terms and conditions contained
or incorporated herein. Payment shall be based upon monthly invoice forwarded to
Probation by the Housing Authority.
6. Agency Obligations. Agency shall provide those services and carry out that work
described in the Service Plan attached hereto which is incorporated herein by reference,
subject to all the terms and conditions contained or incorporated herein. The Housing
Authority will extend its insurance cover to include the computer purchased for and
being used by CLARO through this program against loss or damage. It is the expectation
of the parties to this agreement that the Probation Department will transfer title of the
computers used by CLARO on a schedule developed by the parties.
7. General and Special Conditions. This"Agreement is subject to the General Conditions
and Specials Conditions (if any) attached hereto, which are incorporated herein by
reference. The Housing Authority will receive payment based upon claimable
(administratively authorized) expenses attached to monthly invoices. Other provisions
of this agreement may be administratively modified by mutual written consent.
8. Project. This Agreement implements in whole or in part the following described
grant, the applications and approval documents of which are incorporated herein by
reference.

9. Legal Authority. This Agreement is entered into under and subject to the following
legal authorities: California Government Code Section 26227 and 31000, et seq.
