SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
REAFFIRM:
(1) That the Pleasant Hill BART Station Area Steering Committee (hereafter
"Steering Committee") is charged with evaluating implementation activities related to the
Pleasant Hill BART Station Area Specific Plan, including amendments to the Specific Plan;
(2) That the Steering Committee is advisory to the Board of Supervisors;
(3) That the Steering Committee is subject to the Ralph M. Brown Act, and the
County's Better Government Ordinance;
(4) That the Steering Committee is comprised of nominees of the following parties,
whose current nominees are hereby confirmed:

(5) That the Steering Committee seek consensus on matters before it, and, if
necessary, apply formal procedures, including motions and votes. All members of the
Steering Committee are voting members; and
(6) That a quorum of the Steering Committee consists of 51% of the appointed
members, which must include at least one of the County representatives.
FISCAL IMPACT
No General Fund impact. Support costs for the Steering Committee are borne by the
Redevelopment Agency.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In 1981 the Board of Supervisors established a Steering Committee to guide a Specific
Plan study for the Pleasant Hill BART Station Area. The Steering Committee was to
"evaluate the proposed study and submit a report with its recommendations to the Board
and the participating jurisdictions..." At the outset, the Steering Committee consisted of
representatives of the County, BART, and the cities of Walnut Creek and Pleasant Hill.
Shortly after its creation, the Walden District Improvement Association was added to the
Steering Committee to provide neighborhood representation. Following adoption of the
Pleasant Hill BART Station Specific Plan in 1983, the area developers formed an
association to collectively implement some of its development obligations, and to provide
input to local officials. The Contra Costa Centre Association became an active participant
on the Steering Committee. The City of Concord, which originally declined to participate
in the Steering Committee process, began to actively participate as well.
The current composition of the eight (8) member Pleasant Hill BART Steering Committee
is shown below:

The Pleasant Hill BART Station Area Steering Committee historically conducted its
activities through a consensus approach. More recently, the Steering Committee has
evolved to a more formal set of procedures in which Committee discussion is followed by
motions and votes. These changes were necessary to comply with evolving provisions of
the Brown Act, the County's Better Government Ordinance, and to accommodate the
higher level of public participation in the process. On two different occasions in the past
year, the Steering Committee itself was asked to address issues related to its membership.
These recommendations are intended to clarify the purpose of the Steering Committee,
its membership, and the manner in which it conducts its activities.

Agenda August 5, 1997
On this date, the Board of Supervisors considered the recommendations
presented by Jim Kennedy, Deputy of the Redevelopment Agency, regarding the
Pleasant Hill BART Station Area Steering Committee.
Chairman DeSaulnier opened the public comment, and the following
persons spoke:
Will Nelson, Environmental Marketing Group, 1926 Contra Costa Blvd.,
#76, Pleasant Hill;
Jay Lutz, President, Walden District Improvement Association, 1320 Las
Juntas, Walnut Creek;
Lynette Turner, Contra Costa Centre Member, 1350 Treat Blvd., #180,
Walnut Creek;
All persons desiring to speak having been heard, the Board discussed the
proposed recommendations.
Supervisor Gerber requested a response to legal issues that were raised
regarding membership and the opportunity for public input. Vic Westman,
County Counsel, noted that the committee is strictly an advisory committee, and
that there is no illegality in the process.
Supervisor Gerber stated that the current steering committee is made up of
a wide range of representatives, and all are given equal opportunity to speak,
and the committee must police itself.
Supervisor DeSalunier commented that there is a need to focus on the
issues, and that this is an opportunity to have the Specific Plan go forward.
Supervisor Gerber moved the staff s recommendations.
Supervisor Rogers seconded the motion.
