On this day the following person addressed the Board of Supervisors during
Public Comment:
Henry Clarke, General Manager, Local One, P.O. Box 222, Martinez,
noted that the Board of Directors of Public Employees Union, Local One,
unanimously voted to condemn the personnel practices of the District
Attorney and a staff supervisor in the Family Support Division.

The Board of Directors of Public Employees Union, Local One, voted u y to condemn
District Attorney Gary Yancey for his chauvinistic and sexist attitude toward the women workers
in its Family Support Division of his Department. The Union represents over 10,000 members
who work in Northern California.
Mr. Yancey said that it was"too bad" if a worker was demoted or not promoted because of her
use of sick leave to take care of her children. He implied that the single mother should ignore her
sick children -- if they were not at work they could not produce. Mr. Yancey's subordinate in
charge of these workers punished them by demoting or not promoting them if they used as much
as 70 hours per year of sick leave even though their union contract guarantees them the right to
earn and use 96 hours of sick leave per year.
The motion adopted by the Board of Local One called upon the Board of Supervisors, the
National Women's Political Caucus and the Attorney General of the State to publicly chastise
Yancey for his sexist anti-family statements and to demand that he publicly apologize to those
female employees for his atrocious statements to the media and that he remove Ms. Gayle Graham
from the position of Director of the Family Support Division.
In demanding the removal of Ms. Graham the Union points out that in 1989 before Graham
became Director of the Family Support Division, the Family Support employees in Contra Costa
were rated first in the Nation in increasing collections. However, this year under the direction of
Ms. Graham the Division was rated 65th in collections in the State of California. This is what
District Attorney Yancey refers to as"brilliant" administration!

According to the Collection Officers, Ms. Graham's management style is arrogant and has a
superiority complex. She talks `down' to the workers. She admits that she doesn't `like'
children. The Local one members urge District Attorney Yancey to remove her from being the
Director of the Family Support Division.
