Wingett, County Administrator Contra "lra County DATE: October 14 , 1983 County SUBJECT: Accept American Justice Institute Reports SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Accept reports submitted to the Board of Supervisors August 2 , 1983 , by the American Justice Institute (AJI) as completion of their contract entered September 1, 1982 , and authorize the County Auditor-Controller to make final payment of $816. 31 for contract services totalling $12 ,099. BACKGROUND On September 1, 1982 , your Board of Supervisors entered into an agreement with the American Justice Institute for provision of contract services that would provide to the County technical assistance to better• cope with law and justice systems problems. The cost of the contract was $12 , 099 to Contra Costa County and a combination of $12, 901 to the Counties of Santa Barbara and Napa. AJI performed an overall statistical evaluation of all 58 counties and commented in general terms concerning specific areas in Contra Costa County that needed further study and analysis. AJI has submitted four reports which have been distributed to your Board, members of law and justice departments, and others that expressed an interest in this product. The law and justice departments were requested to analyze the results of the reports and provide their comments to this office so that we could summarize their views and present them to you. We have received responses from the major law and justice departments and the general consensus is that AJI has provided significant information that can be used as a resource for solution of problems in the law and justice area. A contract requirement is that AJI provide technical assistance to solve specific justice services budget reduction problems. For this purpose, AJI submitted Report No. 4 entitled, "Tri-County Justice Pilot Project" which deals in some depth concerning controlling or eliminating costs; use of court commissioners , referees and members of the bar to adjudicate ever increasing workload; uniform administration of municipal courts on a county- wide basis; suggestions concerning improvement of the jury management system; an overview of court reporting problems and associated costs; use of tele- vision for arraignment and other purposes in the court and detention system and a brief discussion of other matters including increasing revenues and improvements to the Probation and Court paper processing systems. The law and justice departments commented on these individual reports and indicated that we have either already implemented systems similar to those being sug- gested, are looking into implementation of these systems, or have examined and discarded the idea (s) as unworkable in Contra Costa County. Overall it is our view that AJI has completed the terms of the contract, although immediate improvement of components of the law ancl justice sys m may n e achievable.
