On July 14, 1997, our Committee met with Belinda Smith, CDBG Program Manager from the Community Development Department. Ms. Smith provided the attached report to our Committee and reviewed it with us. Several conclusions have been reached by our Committee: • We are currently funding 42 separate programs in the amount of $619,000. This is probably too many and results in our not putting enough money into any one program to really do an outstanding job. In addition, it is expensive to administer this many contracts. • Applications are received for a wide variety of services. The Board has not set any priority for program areas in which it wants to focus the funds. • It is not clear that we have any real idea which programs that are being funded are actually accomplishing what they claimed they would accomplish with the funds we have provided. More evaluation of the extent to which contractors are actually accomplishing what they were paid to do is necessary. • Funding is going to continue to be cut back by the Federal government as it tries to balance its budget. It is, therefore, all the more essential that the Board set priorities for the use of the reduced pool of funds, try to insure that funded programs are coordinating closely with each other and with existing programs in the same general program area and that an evaluation be conducted to insure that the County is getting what it is paying for. In attempting to provide some direction for staff in preparing for the 1998 Program Year, we have suggested that there are two well-developed continuums of care, one in the area of juvenile justice and the other in the area of homeless services. Both require additional funding. We would like to focus funding for the coming year at programs which can demonstrate that they will support and further the objectives set forth in one or the other of these continuums. In addition, it is clear that one of the greatest challenges facing the County in the next few years will be implementing the new "Welfare to Work" philosophy of Federal welfare reform. We would also like to focus some funding at programs which will support and further the County's goals and responsibilities in this area. We are asking staff to return to our Committee with information which will allow us to review where the funding is going now. In addition, we are asking for proposed language which would assist in focusing applications for next year's funding in the area of the juvenile justice continuum of care, the homeless programs continuum of care or welfare to work. -2- CONTRA COSTA COUNTY COMMUNITY DEVELOPMENT DEPARTMENT HOUSING AND REDEVELOPMENT DIVISION Date: July 14, 1997 TO: Family and Human Services Committee - Supervisors DeSaulnier and Gerber FROM: Belinda Smith, CDBG Program Manage SUBJECT: Community Development Block Grant - Public Service category allocation of funds The Committee is requested to consider the current funding methodology for the allocation of Community Development Block Grant (CDBG) funds for public service programs to determine the following: Does the current methodology effectively address the needs of low- and moderate-income persons and families. Background Programs that carry out public service activities are an eligible under the CDBG program. They include programs that are concerned with, but not limited to, crime prevention, child care, health, drug abuse, employment, recreational needs, etc. They is no requirement under regulation that funds must be allocated to public service programs. There is a statutory cap that limits the amount available for public service to 15% of the annual grant allocation and up to 15% of the prior year's program income. If an existing service has been provided by or on behalf of local government, It is only eligible for CDBG assistance if it is a new or expanding program. Staff has prepared a spread sheet for the last eleven years of CDBG funds allocated to public service programs. It has been broken down into the following areas: families, youth, Homeless, general, seniors, food and shelter, special needs. Additionally: ♦ There is no established policy for the allocation of public service funds. ♦ Everyone who submits an application is equally considered for funding ♦ The average grant in FY 87/88 was $22,026.
