REPORT ON THE PROCESS FOR ALLOCATING FUNDS OM THE
SUBJECT: PUBLIC SERVICE PORTION OF THE COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
REQUEST the CDBG Program Manager in the Community Development
Department to return to the Family and Human Services Committee with a report
which includes the following:
• A chart or listing of the 42 programs currently being funded by the Public
Service portion of the Community Development Block Grant (CDBG),
indicating the agency being funded, the general program area of the contract,
and the dollar amount of the grant.
• Proposed language for a request for applications for the 1998 Program Year
which would focus the allocation of funds more clearly on:
Collaborating with the Juvenile Justice Continuum of Care
Collaborating with the Homeless Continuum of Care
Programs involved in implementing Welfare to Work
BACKGROUND:
On March 4, 1997, the Board of Supervisors approved a report from our Committee
on this subject which directed staff to report back to our Committee on how the
process of applying for funds from the Public Service portion of the CDBG could be
better targeted so applicants know more clearly what will and will not likely be

funded, and how funding can be focused on fewer, high priority, projects so enough
money can be made available to make a real difference in the lives of the target
groups the program is charged with serving.
On July 14, 1997, our Committee met with Belinda Smith, CDBG Program Manager
from the Community Development Department. Ms. Smith provided the attached
report to our Committee and reviewed it with us.
Several conclusions have been reached by our Committee:
• We are currently funding 42 separate programs in the amount of $619,000.
This is probably too many and results in our not putting enough money into
any one program to really do an outstanding job. In addition, it is expensive
to administer this many contracts.
• Applications are received for a wide variety of services. The Board has not
set any priority for program areas in which it wants to focus the funds.
• It is not clear that we have any real idea which programs that are being funded
are actually accomplishing what they claimed they would accomplish with the
funds we have provided. More evaluation of the extent to which contractors
are actually accomplishing what they were paid to do is necessary.
• Funding is going to continue to be cut back by the Federal government as it
tries to balance its budget. It is, therefore, all the more essential that the
Board set priorities for the use of the reduced pool of funds, try to insure that
funded programs are coordinating closely with each other and with existing
programs in the same general program area and that an evaluation be
conducted to insure that the County is getting what it is paying for.
In attempting to provide some direction for staff in preparing for the 1998 Program
Year, we have suggested that there are two well-developed continuums of care, one
in the area of juvenile justice and the other in the area of homeless services. Both
require additional funding. We would like to focus funding for the coming year at
programs which can demonstrate that they will support and further the objectives set
forth in one or the other of these continuums. In addition, it is clear that one of the
greatest challenges facing the County in the next few years will be implementing the
new "Welfare to Work" philosophy of Federal welfare reform. We would also like
to focus some funding at programs which will support and further the County's goals
and responsibilities in this area.
We are asking staff to return to our Committee with information which will allow us
to review where the funding is going now. In addition, we are asking for proposed
language which would assist in focusing applications for next year's funding in the
area of the juvenile justice continuum of care, the homeless programs continuum of
care or welfare to work.

allocation of funds
The Committee is requested to consider the current funding methodology for the
allocation of Community Development Block Grant (CDBG) funds for public service
programs to determine the following: Does the current methodology effectively address
the needs of low- and moderate-income persons and families.
Background
Programs that carry out public service activities are an eligible under the CDBG program.
They include programs that are concerned with, but not limited to, crime prevention, child
care, health, drug abuse, employment, recreational needs, etc. They is no requirement
under regulation that funds must be allocated to public service programs. There is a
statutory cap that limits the amount available for public service to 15% of the annual grant
allocation and up to 15% of the prior year's program income. If an existing service has
been provided by or on behalf of local government, It is only eligible for CDBG assistance
if it is a new or expanding program.
Staff has prepared a spread sheet for the last eleven years of CDBG funds allocated to
public service programs. It has been broken down into the following areas: families,
youth, Homeless, general, seniors, food and shelter, special needs.
Additionally:
♦ There is no established policy for the allocation of public service funds.
♦ Everyone who submits an application is equally considered for funding
♦ The average grant in FY 87/88 was $22,026. The average grant amount for FY
97/98 is $14,433.
