FINANCIAL IMPACT Budgeted. BACKGROUND On June 16, 1997 the Department hired Bonnie Pannell off of the DPO III- eligibility list. At that time she was employed with the Social Service Department as a Social Caseworker Specialist II and was paid at the top step. Consequently, Bonnie is willing to take a voluntary demotion, however, the salary regulations do not allow her to be appointed at the top step of the DPO salary scale. Therefore, we are submitting this request for an exemption that will allow employing Bonnie at the 5th step, effective June 16, 1997. Historically, Bonnie Pannell was laid off from our Department as a DPO III at the 4th step on August 31, 1992. The layoff list expired on September 1, 1996 and if she had been rehired from that list, she would have been eligible to be hired at the 5th step.
