SUBJECT: Vacancy on the Central Contra Costa Transportation
Authority's Citizens Advisory Committee
The Board was advised by letter dated July 8, 1997, from Monica Kennedy,
Marketing Administrative Assistant for The County Connection, that John J.
Burton, recently appointed to the Cental Contra Costa Transportation
Authority's Citizens Advisory Committee (CAC) , has not attended a CAC meeting
to date. She requested that Mr. Burton's seat be declared vacant with the
vacancy advertised for a new member to represent the County.
IT IS BY THE BOARD ORDERED that John J. Burton's seat on the Central
Contra Costa Transportation Authority's Citizens Advisory Committee is
DECLARED vacant for lack of attendance and the Clerk of the Board is REQUESTED
to apply the Board's policy for filling the vacancy.
IT IS FURTHER ORDERED that the Community Development Director is
REQUESTED to advertise for the vacancy.

Dear Mr. Batchelor:
I respectfully request that the Board of Supervisors advertise for a new member to represent the County. I
am in receipt of your letter dated April 1, 1997 in regards to the re-appointment of Mr. Burton to the
Citizens Advisory Committee(CAC). I apologize for not responding sooner,however, attached is a letter
dated April 1996, which states that Mr. Burton has not responded to calls or attended a CAC meeting to
date.
Your letter also indicates that our transit agency has two representatives from every jurisdiction on the
Citizens Advisory Committee and this has since changed to one representative. I have enclosed a current
Role and Function as well as applications for this position.

CCCTA CITIZENS' ADVISORY COMMITTEE
ROLE AND FUNCTION
Charge
The CCCTA Citizens' Advisory Committee(C.A.C.)is charged with the responsibility of acting as
ADVISORS to the CCCTA Board of Directors in the following respects:
1. Act as representatives of,and conduits for, fixed-route transit passengers and the
community-at-large to the CCCTA Board with respect to fixed route and commuter transit
marketing,planning,operations, scheduling, administration,finance, and legislation.
2. Identify specific transportation needs of various market segments as they relate to fixed route
operations with emphasis on commuter transportation. Make recommendations regarding routing,
scheduling, and other service improvements. Coordinate with Accessible Services Committee on
all matters concerning paratransit services and elderly/disabled customers, as well as flex-van
commute service.
3. Consider and make recommendations regarding basic policy issues referred to the C.A.C. by the
Board.
4. Review and make recommendations regarding the CCCTA Ten-Year Short Range Transit Plan.
5. Assess and make recommendations for capital expenditures for new buses,equipment, and
facilities through annual budget review and evaluation.
6. Make recommendations for marketing programs to increase ridership and productivity.
The CCCTA Citizens' Advisory Committee is further charged with the responsibility of acting as
DISSEMINATORS of information to the communities in the following respects:
1. Ensure that communities,neighborhoods, organizations, and individuals receive information about
impending public meetings,public hearings, and various project or system plan reviews.
2. Encourage the use and support of public transportation.
3. Assist in the education of the public about the County Connection, to improve overall ridership and
community support,by speaking before community organizations and with Board approval,by
publicizing actions taken by the CCCTA in the media.
4. Appear at,present approved testimony,and encourage others to attend public hearings.
Actions to Implement Charge
To implement the above charges,the C.A.C. will:
1. Make formal recommendations in the form of written resolutions and reports to the CCCTA Board
and Committees and,when possible, supplement them with oral comments.
2. Develop and regularly update a list of organizations in each community, including in each listing
the President,Program Chairperson,Newsletter Editor, and meeting times, publication procedures,
and deadlines.
3. Maintain a working relationship with the corresponding city council person on the Board.
4. Expect the Board and staff to apprise them of policies under consideration in a timely manner so
that the C.A.C. members have sufficient time to study pending proposals and solicit comments
from riders, elected officials, and city staff of affected jurisdictions, and then make formal
recommendations to the CCCTA Board.
5. Network with other interested citizens and groups in the communities to carry out the charge, and
help to recruit new C.A.C. members, as needed.
6. Request staff assistance or Board orientation to prepare presentations before community
organizations and provide technical information during presentations as needed as approved by the
Board member of that jurisdiction.
Composition
The C.A.C. will total 11 members from Central County. Each member jurisdiction and the County will be
requested to recommend one member for appointment to the Citizens' Advisory Committee by the CCCTA
Board of Directors. The following criteria should be considered when making these recommendations:
1. The citizen from each member jurisdiction and the County should be a current bus patron.
2. Citizens recommended should be active in community participation and involvement.
3. Citizens should reside in the CCCTA service area.
Term of Office
1. Members of the C.A.C. shall be appointed for a two-year term of office by the CCCTA Board of
Directors. there shall be no limit on the number of terms a C.A.C. member,who is otherwise qualified,
may serve. If during his/her term,a representative resigns,is removed, dies, or ceases to reside in the
CCCTA service area,the recommending jurisdiction will be requested to make recommendations for
appointment of a successor by the Board of Directors to serve the unexpired balance of any such term.
Biannually,the members of the C.A.C. will be appointed in the same manner. If a member misses three
or more consecutive meetings without cause,the C.A.C. may request that member resign or be removed
by the CCCTA Board after consultation with the affected jurisdiction.
2. Effective December 1, 1989 the C.A.C. membership was reduced to one member per jurisdiction,plus
one member from the County. This reduction to eleven(11)total C.A.C. members shall be achieved
through attrition. However, any current members appointed prior to December 1, 1989 and representing
the same jurisdiction,may choose to remain members of the Committee until such time as he/she
resigns, is removed, dies,or ceases to reside in the CCCTA service area. When such a member leaves
the C.A.C.,representation for that jurisdiction shall immediately be reduced to one member.
Other Special Conditions
The Citizens' Advisory Committee will meet on a regular basis. However, if the Committee wishes to
have special meetings, this may be accomplished by requesting such a meeting from the CCCTA
Manager of Marketing.
The Citizens' Advisory Committee will hold up to two(2) special joint meetings with the Accessible
Services Committee annually.
The Citizens' Advisory Committee will elect all officers who will serve one-year terms and accomplish
all Committee business, with assistance from CCCTA staff. The C.A.C. will report directly to the
CCCTA Board of Directors at regularly scheduled meetings and/or by submission of written reports.
The CCCTA Board of Directors will meet with the full C.A.C. at least once a year,possibly in
conjunction with The Accessible Services Committee. The Manager of Marketing will serve as staff
liaison to the C.A.C.
Members of the C.A.C. shall serve without compensation or reimbursement of expenses.
The C.A.C. is an advisory committee to the CCCTA Board of Directors. Unless authorized by the
CCCTA Board of Directors,neither the Citizens' Advisory Committee nor its members are authorized
to represent the CCCTA in policy areas or decisions.
