RECOMMENDATIONS
1 . ACCEPT the report on the decision of the Director of Community
Development to deny the request of Love-A-Child Ministries for
waiver/deferment of application fees .
FISCAL IMPACT
The Community Development Department is fee supported. If fee waiver
or deferment were granted, the Community Development staff time spent
on this application would have to be funded through some other source.
Staff has been unable to identify such an alternative funding source.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The property owners of 2301 and 2279 Willow Pass Road (APN: 095-083-022
& 095-083-021) in Bay Point, Edward and Mary Knott, have allowed the
Executive Director of Love-A-Child Ministries, Jerome Knott, to operate
a homeless recovery program on the property. The Building Inspection
Department has sent several notices to Edward and Mary Knott regarding
compliance/abatement since the use was established without obtaining
any permits from the County. Community Development. and Building
Inspection Department staff have met with Mr.Jerome Knott and informed
him about the permit process and application fees .

To date, application has not been submitted to the Community
Development Department to permit the use. In Board Resolution
96/223, dated May 21, 1996, the Board ordered abatement of the
manufactured homes and debris, declared it a public nuisance and
ordered removal within 30 days . Subsequently, Mr. Knott requested
a waiver or deferment of all planning and development fees for the
project. The Board referred the request to the Community
Development Director to investigate the possibility of a waiver or .
deferment of the fees .
The Community Development Department is fee supported and generally
no reduction in fee or deferment is granted to project proponents .
When an application is filed for a land use permit/development
plan, a substantial amount of time is spent not only by the
Community Development Department but also Public Works Department.
The amount of time reviewing the application, preparing
environmental documents and staff report/recommendations is charged
against the application fee submitted by the applicant. If Love-A-
Child Ministries were granted a waiver or deferment of fees, the
time spent processing the application by the County would have to
be financed by an unidentified funding source.
Staff has investigated potential funding sources without success .
Since no alternative funding source has been identified and the
Community Development Department is fee supported, it is critical
that the project proponent pay the application processing fee of a
total of $11, 835. Therefore, the Director of Community Development
has denied the request of Jerome Knott for a waiver of these fees
as of September 12, 1996. Mr. Knott has been so advised by
telephone message left with Love-A-Child Ministeries, and sent a
copy of this proposed Board Order.

Love-'A-Child Ministries is a religious non-profit homeless recovery program for women and
children, located at 2279 and 2301 Willow Pass Road, Bay Point, CA. These two properties
' adjoin each other and form a one and a half acre parcel of land with 13 houses and one garage.
Both sites combined are able to accommodate and provide shelter for up to 50 individuals.
' The program of Love-A-Child Ministries consists of a daily structured agenda which provides
help for a variety of needs including spiritual substance abuse counseling, parental training, on-
site tutoring, and job training. In addition, some of the educational needs of the residents are
' provided for by off-site programs, with all transportation supplied by the ministry.
Most of our residents are homeless and have been referred to us by a number of social service
' agencies in Contra Costa County. Residents commit to a minimum 90 day stay in the program,
although they can stay up to one year. Visiting is only permitted on the weekends with parking
restricted to 15 cars at any given time. With the existing space, parking is not a problem.
' Our current plans are to build a small church/chapel on the 2301 parcel using the present dual
modular unit as part of the structure and securing it to a permanent foundation. This building
would be used for the residents and their guests for church services, dining, fundraising,
worship, and education. In addition, the building would be used for community functions such as
the county homeless recovery medical team which uses our site for their community outreach.
' Maximum occupancy would be approximately seventy people. Twelve additional parking places
will be set aside for guests.
' As a non-profit charity offering community services which are vital in helping women and
children, we are asking for support from the Board of Supervisors in the form of a waiver or
deferment of all development and planning fees for this project. Attached is additional
' recommendations from those who endorse this project. Your support is greatly appreciated from
all of us at Love-A-Child Ministries.

Love-A-Child Ministries is located at 2301 Willow Pass Road a main artery in Bay Point,
California. Along this same artery, within less than a thousand feet of the center, are five
businesses. Each business is licensed to sell alcohol. Two of these businesses are bars and one
' is a liquor store. Within this same strip, drug dealers have set up shop by using the cover of late
night traffic at the bars and liquor store to hide their activities.
' One purpose of Love-a-Child Ministries is to help those who have become victims of drug and
alcohol abuse and whose lives have become unmanageable. In many cases this has lead to
homelessness. In 1994 it was decided to build a church/chapel that could be used for worship
' services by the women and children in the homeless recovery program. We went to the Contra
Costa Planning Department with the goal of securing a permit for a dual modular unit that would
be used as the church. Following this meeting we received a letter from the Planning
Department stating this would be a very costly project. We were informed the environmental
impact report alone could cost us up to $50,000. The Planning Department therefore
encouraged us to reconsider our expansion plans due to the heavy cost of development fees. In
addition, we were instructed to appear before the Bay Point Municipal Advisory Council. We
' complied with this instruction and found support from BPMAC. Although we have received there
support, we have had difficulty gaining support from the Bay Point Project Area Committee.
Although we have communicated to them that we are helping and not hurting the community,
and that we simply want to construct a church/chapel for our homeless women and children,
they still feel we are not what they want to see in Bay Point. Ironically, during this same period
of time, liquor licenses were issued to establishments directly around us. It seems to us that
' someone trying to help change the environment of Bay Point for the better would receive equal
considerations.
As an organization, we are advocates for the Bay Point area specifically and East Contra Costa
County in general. Our community is filled with people who need and want to have their lives
changed. Love-A-Child Ministries has been acknowledged by those familiar with the program as
1 having a positive impact in the community.
We ask for a reasonable resolution to this matter. We know the county doesn't want to put the
' homeless back out on the streets. That's why, together we can restore our community.
Together, we can help improve the quality of life in Bay Point.

Dear Supervisors:
Mr. Jerome Knott of Love-A-Child Ministries appeared before the
Bay Point Municipal Advisory Council at our last meeting held on
June 4, 1996. Mr. Knott made a presentation in regards to Love-A-
Child Ministries' women and children ' s emergency shelter located
at 2301 Willow Pass Road in Bay Point.
Mr. Knott' s presented the ministries ' plans to erect, a small
chapel on the site using a dual modular unit as part of the
structure which includes securing the modular to a permanent
foundation . Mr. Knott stated that the chapel would help their
organization comply with current abatement issues.
Upon hearing Mr. Knott ' s presentation , the Bay Point Municipal
Advisory Council was assured that the ministry would continue to
abide by all regulations required in regards to development of
the property.
Therefore, the . Bay Point Municipal Advisory Council requests that
the Board of Supervisors grant the request of Mr. Knott and Love-
A-Child Ministries(a nonprofit charity) in a waver or deferment
in all development and planning fees required for this project.

services to the homeless community of East Contra Coasta County.
As An Employment Program Representative of the State of California E.D.D. office in Antioch,
I was assigned to provide employment services to the residents of Restoration City (Opportunity
House). The services provided included: group job registration, resume writing, application
completion and labor market information workshops. Through our combined services along with
other community based organizations, successful results were achieved as several of the residents
of the Opportunity House returned to gainful employment.
I personally felt that our working together to provide services to the homeless was a very
rewarding experience. I commend your efforts.

1 On behalf of the Restoration City Missions, affiliated with Love-
$- Child Ministry, I would like to express our support for the
building of a new edifice for the program. "Love-A-Child
Ministries", as it is commonly known, has made a large impact on
the community in which it is based. The Pittsburg Pre-School
Coordinating Council, inc. , (P.S.C.C. ) has worked with this
' Agency during the last ten (10) years, serving the homeless men,
women and children of our community.
P.S.C.C. has found that other programs, that serve our area does
' not offer the same level and varied family support that the
"Love-A-Child Ministries" . Our Community Health Outreach Workers
have been able to place families and hard-to-place individuals in
1 this program and receive services tapered to individual needs.
Currently, P.S.C.C. Community Outreach workers actively perform
' education presentions on HIV/AIDS, immunizations and other health
issues, Substance abuse counseling and assisting with
job/employment search, such as assistance with resumes and
interview techniques.
1 The Love-A-Child Ministries performs a great service and meet the
ever rising emergency needs of our community and are highly
recommended to continue this important function. We would
recommend that the fees to begin their new project are waived or
greatly reduced.

1 I am a parole agent with the Concord Parole Unit. During the
past few years I have had the opportunity to work closely with
the members of the Love A Child Ministries.
' As a parole agent, some of the most difficult tasks I have is
to locate housing for the homeless parolees who require close
supervision. Love A Child Ministries has always been available
' for this difficult task.
The program offers a strong religious component which is
' mandatory. Additionally, in most instances, the parolee is
able to relate to the messages taught. Many parolees are
released from prison with a strong religious/spiritual
attitude. This program continues this aspect of their lives.
' In addition to their religious component, they also offer
several 12 step programs which assist the parolee in
' discontinuing his/her dependency on drugs and/or alcohol. Many
of the parolees I placed at Love A Child have experienced a
significant change in his/her behavior. This has helped them
get on with their lives and get off parole.
' Finally, the most important component, in my point of view, is
the close communications I have with the staff. They provide
' transportation for the parolee's to apply for social service
programs and enable them meet their parole obligations. If a
parolee exhibits behavior changes which might result in a
' parole revocation, I am immediately notified. Additionally, I
am notified when parolees leave the facility or become a
liability to the program and/or community.
' In my opinion, the Love A Child Ministry and its staff provide
an invaluable resource to the community. If this resource was
not available, it would make my job more difficult.

' Dear Mr. Knott:
The Health Care for the Homeless (HCH) project is sponsored by the Contra Costa Health
Services Department. To meet the needs of the homeless population, we have a team of nurses
' and support services networkers providing mobile primary care clinics and support services. Our
project has been in existance in Contra Costa County since 1990. HCH currently provides a clinic
' three times a month through our mobile team at their location. The Bay Point community would
benefit from additional supportive services that Love-A-Child could secure.
' If this proposal is funded, HCH commits to make available to the proposed Supportive Housing
program, primary care services, substance abuse screening and support groups, valued at
$41,121.60 per year.
' These resources will be made available to the Love-A-Child Housing program throughout its
duration. Funding for the Health Care for the Homeless Project is secure through October 1996,
if renewed as we anticipate, we will continue this in-kind service to the program.

I have worked with Jerome Knott and the staff and residents of Love a Child
i Ministry for many years. They have taken the needs of the abused, dejected and less
