FISCAL IMPACT None BACKGROUND/REASONS FOR RECOMMENDATIONS At the September 10, 1996 meeting of the Board of Supervisors, on the motion of Supervisor Bishop,.. the Board directed that a meeting be cpnducted with Dame Construction Company with members of the public and Supervisor Bishop to review the status of improvement plans and payment of fees relative to , the completion of the Bettencourt Ranch project . SEPTEMBER 16, 1996 MEETING A meeting was held on September 16, 1996 which was attended by Supervisor Bishop, Dame Construction Company, Bettencourt Ranch HOA representatives and other Bettencourt residents, and the staff of the Public Works, Building Inspection and Community Development Departments . The focus of the discussion was on the status of several specific improvements required in the Board' s 5/21;/96 approval . The following summarizes the meeting discussions . Correspondence will be prepared shortly to document the decisions of the Zoning Administrator with copies to interested parties . The developer indicated that he was prepared to complete the work as soon as necessary permits were obtained from the County. The Public Works Department indicated that they had approved the improvement plans. The Community Development Department indicated that it is arranging for independent peer review of the geotechnical improvements to mitigate nearby landslides and mudflows . At the request of the Building Inspection Department, the developer agreed to revise the grading plans to show mudflows which were identified on the property. Staff also indicated they would look into whether or not landscape improvements could be required at the end of the Fleetwood Drive cul-de-sac. Detention Basin Area Recreation Improvements The Acting Zoning Administrator indicated that he intended to • approve tot lot equipment to match the equipment at the Bettencourt community center; • approve a simulated (tubular steel) wrought-iron fence with concrete pilasters along the Camino Tassajara frontage to match the same type of fence along Shadow Creek; and • deny a split rail fence around the detention basin. The developer indicated that they would explore further perimeter detention fence and pedestrian bridge designs . Landscape Improvements for Common Area in Last Phase of Bettencourt The Acting Zoning Administrator and the developer reviewed comments from Robert Jensen, the landscape architect for Shadow Creek, and East Bay Municipal Utility District . A set of plans were also delivered to the Country Club at Blackhawk Improvement Association, however no comments were received within the period specified in the Board' s approval . The Acting Zoning Administrator indicated that he intended to require many, but not all, of the suggestions from the various third parties as requirements of the landscape plans . The Acting Zoning Administrator also indicated that modifications to the plans would be needed before the plans could be approved. C: \wpdoc\betten2 .bo RD\
