SUBJECT: Determine the Need to Continue the Emergency Action Regarding the Repair of "Hill 310"

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
DETERMINE that there is a need to continue the emergency action taken by the Board of
Supervisors on June 4, 1996 pursuant to Public Contract Code Sections 22035 and 22050, to
repair the "Hill 310" Land Creep, Bay Point.
II. Financial lmpact:
Total cost of repairs cannot be fully determined at this time, but staff is developing an estimate
for completion of the repair.
III. Reasons for Recommendations and Background:
A. On February 26, 1996, Public Works and Building Inspection were notified that cracks
were occurring in Beaulieu Court. The County hired a geotechnical firm to identify the
cause of the slide, and recommend and direct remedial actions to mitigate land movement.
B. On March 19, 1996 the Board of Supervisors concurred in the County Administrator's
proclamation of a local emergency.
C. June 4, 1996 the Board of Supervisors declared an emergency and authorized the Public
Works Director to proceed in the most expeditious manner to repair the area subject to
creep.

D. Repair status:
1. Plans and specifications for the first phase of the repair, an earth buttress, were completed
on July 31. Bids were received on August 13, and a contract, in the amount of$638,525,
was awarded to the low bidder, Ford Construction Company, Inc. Work began on
September 3, and is expected to be completed by mid-November.
2. Geotechnical consultants and civil engineers are preparing a design for a drainage gallery,
the second phase of the repair. Work on this project will start in late September.
3. Utilities have been relocated to accommodate construction of.the earth buttress repair.
A permanent sanitary sewer system has been reconstructed and is now functioning.
4. County staff has obtained all necessary regulatory agencies approvals and permits.
5. Staff expects to complete acquisition of the last three properties on Sandy Cove Lane in
October. Staff is continuing to negotiate for permanent right of way needed for
construction of the,drainage gallery. Staff has secured temporary rights to allow the
construction to proceed without delay.
6. County staff advertised for bids the second phase of the repair, drainage gallery, on
August 30. Bids were received on September 12, and a contract, in the amount of
$285,031 was awarded to the low bidder, Judd Drilling. Work should begin by September
30, and is expected to be completed in late November.
IV. Consequences of Negative Action:
Repair work would not be completed before next winter.
