Wingett, County Administrator Contra COSta DATE: October 19, 1983 County SUBJECT: Legislation--AB 578 (Isenberg) SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Withdraw support for AB 578 by Assemblyman Isenberg which would establish a pilot project in two counties to determine the impact of repealing the existing statutory requirement for a full-time Alcohol Program Administrator. BACKGROUND/JUSTIFICATION: Assemblyman Isenberg introduced AB 578 at the suggestion of Sacramento and Contra Costa counties. At the time the Board voted to support AB 578 it provided for a full repeal of the existing requirement in Health & Safety Code Section 11800 that there be a full-time Alcohol Program Administrator in all counties with a population in excess of 200,000. The bill passed the Assembly in that form. However, the Senate Health and Welfare Committee amended the bill over Mr. Isenberg's objections to simply provide for a pilot program in two counties to determine the impact of deleting this require- ment. Mr. Isenberg has indicated that the bill , as amended, is not acceptable to him and that he will probably not pursue it further. Since the bill no longer accomplishes what it was originally intended to do, it is recommended that you drop your support for AB 578.
