Appoint Carolyn Graham, James Lopeman and Ronald Wetter to the Private Industry Council, Inc. non-profit organization. 5. ISSUE a Certificate of Appreciation from the Board to Ms. Barbara Shaw for her services to the County. FINANCIAL IMPACT: None. One hundred percent federal funds. REASONS FOR RECOMMENDATIONS/BACKGROUND: Federal Job Training Partnership Act (JTPA) legislation requires there be a Board appointed Private Industry Council (PIC) that in partnership with the Board of Supervisors, is responsible for the operation of the JTPA grant. In accordance with a Board Order approved July 19, 1994, the Private Industry Council was directed to make recommendations for appointments to the Council directly to the Board of Supervisors, without the need to go through the Internal Operations Committee. Appointments to the business categories on the Private Industry Council must be selected from a single list of nominations submitted by the County Chambers of Commerce (attached); the Walnut Creek Chamber of Commerce has agreed to receive nominations from other County Chambers and compile a single list of nominations from other County Chambers for consideration by the Board of Supervisors. The PIC recommends the appointment of Carolyn Graham, Senior Human Resources Consultant for Glendale Federal Bank, to a Business Category vacancy which was created by the resignation of Steve Giacomi; on 4/16/96, the Board acknowledged receipt of his resignation but withheld acceptance pending appointment of a replacement. The PIC recommends the appointment of James Lopeman, President of Pacific Refining Company, to a Business Category vacancy which was created by Barbara Shaw. Ms. Shaw has served the maximum term on the PIC as of 9/30/96. The PIC recommends the appointment of Ronald Wetter, Community & Government Affairs Representative for PG&E to a Business Category vacancy which was created by Annette Silva. Ms. Silva did not apply for reapppointment to the PIC; her attendance rate for her most recent term on the PIC was .08%. The PIC feels that the three applicants recommended for appointment would be an asset to the Council. Their background and experience in human resources and their knowledge of PIC programs will lend itself to the workforce development activities being undertaken by the PIC. PIC members serve as directors of the Private Industry Council, Inc. non-profit organization and as such, the new appointtees should be appointed to the non-profit organization.
