Supervisor Jeff Smith, Cahir Contra Costa County Board of Supervisors 651 Pine Street Martinez, CA 94553 RE: SB 1082 Contra Costa County Health Services Department- Environmental Health Division Certified Unified Program Agency (CUPA) Application Dear Supervisor Smith: The West Contra Costa Unified School District has over fifty schools and sites located in Contra Costa County. We are presently regulated by Contra Costa Health Services Department, Environmental Health Division(CCCHSD) and have a very successful history of working with them. It is my understanding that SB 1082 was enacted to consolidate six environmental regulatory programs within one Certified Unified Program Agency (CUPA) and that the city of Richmond has applied for CUPA status to administer these programs within their jurisdiction. As a member of the regulated community with many sites spread throughout West County, separating Richmond from Contra Costa would create serious administrative difficulties for the school district and would appear to be contrary to the intent of SB 1082 in terms of having to deal with two CUPA's. The CCCHSD has responded numerous times to schools in West County for chemical releases, odor complaints and other hazardous material issues. CCCHSD's technical background and extensive experience has helped to ensure the health and safety of children, teachers and staff. CCCHSD has saved the district money and has managed hazardous materials incidents and regulatory oversight in a way that has maximized health and safety, along with regulatory compliance. CCCHSD has helped our district with chemical storage for safety, regarding chemical compatibility and earthquake proofing. August 30, 1996 Page 2 Mr. Jim Gallagher from the Environmental Health Division conducted a pilot study for lead in schools in the city of Richmond. This type of study and its benefit for the students' health and safety would probably not be available from CCCHSD should Richmond be granted CUPA status.
